All brick out of which any sidewalk is built shall be hard burned brick, laid on its face, with the longest dimension diagonally across the walk, upon a layer of sand not less than one (1) inch thick, which shall rest in a form of well compacted cinders not less than four (4) inches in thickness, the borders of the sidewalk to be composed of a layer of brick set upon edge, all irregular spaces to be filled with pieces chipped as near as possible to fit same, and the whole to be covered with a thin layer of sand, which is to be thoroughly mixed into the spaces between the bricks.
