All brick out of which any sidewalk is built shall be hard burned brick, laid on its face, with the longest dimension diagonally across the walk, upon a layer of sand not less than one (1) inch thick, which shall rest in a form of well compacted cinders not less than four (4) inches in thickness, the borders of the sidewalk to be composed of a layer of brick set upon edge, all irregular spaces to be filled with pieces chipped as near as possible to fit same, and the whole to be covered with a thin layer of sand, which is to be thoroughly mixed into the spaces between the bricks.

Concrete for sidewalks shall not be less than four (4) inches in thickness and shall rest upon firm, well-compacted soil, sand, or crushed aggregate. The cement ratio for sidewalk concrete shall be five (5) sacks of cement per cubic yard. When hand mixing, the proportions shall be one (1) part cement, two (2) parts sand, and three (3) parts limestone rock [¾ to 1 inch in size]. The slab(s) shall be struck off with a straightedge and hand finished with a wood or magnesium float. The slab(s) shall be divided into four (4) foot sections while still wet using a grooving tool. The slab(s) shall be edged with a ¼-round edging tool and given a light broom finish that runs transverse to foot traffic.

All stone for sidewalks shall be good, sound limestone, not less than two (2) inches thick, and shall be laid on not less than two (2) inches of sand. The stone or flags shall not be less than two (2) feet wide. Except as may be otherwise provided by special ordinance, the longest dimensions shall be laid crossways of the walk. The top surface shall be dressed smooth, and edges of stone shall be cut so as to make a close fitting joint when laid.

The building and construction of sidewalks of plank or other wooden material is hereby prohibited within the corporate City limits with the exception of plank-type bridges or walk-bridges in City parks.

The location and width of new sidewalks shall be fixed from time to time by special ordinance. Each ordinance providing for the construction of a sidewalk shall specify the kind of material to be used or permitted to be used. Any person who shall lay or attempt to lay any sidewalk of different dimensions or material from that provided for and authorized by an ordinance providing for the construction or reconstruction of any sidewalk shall be deemed guilty of a misdemeanor.

The City Council may, by ordinance or resolution, condemn wooden and defective sidewalks, and may provide in such ordinance or resolution for the removal of sidewalks so condemned, and may provide by ordinance for the construction of new sidewalks in the place of sidewalks so condemned and removed, which new sidewalks shall be of such material and of such dimensions as shall be provided for in the ordinance providing for the reconstruction of the same.
