The Board of Aldermen shall elect, in July of even-numbered years, a Clerk for such Board, to be known as "the City Clerk", whose duties and term of office shall be fixed by ordinance. Among other things, the City Clerk shall keep a journal of the proceedings of the Board of Aldermen. He/she shall safely and properly keep all the records and papers belonging to the City which may be entrusted to his/her care; he/she shall be the general accountant of the City; he/she is hereby empowered to administer official oaths and oaths to persons certifying to demands or claims against the City.

No person shall be eligible for the office of City Clerk, who does not possess the general qualifications required of other officers and who does not possess a practical knowledge of bookkeeping.

A. 
The duties of the City Clerk shall be as follows:
1. 
Record Board meetings minutes and prescribed records. The Clerk shall keep a regular and correct journal of the proceedings of the Board of Aldermen. The Clerk shall carefully keep and preserve all books and papers belonging to the office, filed, indexed and arranged in a convenient manner and shall keep in the safe or vault provided by the City for such purposes, all deeds and papers showing title to the City to any property and all bonds given by officers and contractors of the City.
2. 
Ordinances.
a. 
The original roll of all ordinances and resolutions passed by the Board shall be filed in the office of the City Clerk, and when the Board shall order the publication of an ordinance, due proof of such publication by affidavit of the printer or publisher shall be procured by the City Clerk and attached thereto or written and attached on the face of the record of such ordinance. All ordinances passed by the Board of Aldermen, with additions and amendments thereof, shall be plainly and neatly recorded by the City Clerk in a suitable book to be procured for that purpose.
b. 
The City Clerk shall properly index all records of ordinances, resolutions and other documents required by law, to be recorded in the office of the Clerk.
3. 
Attesting documents, etc., and affixing seal. The City Clerk shall affix the City seal to all public instruments and official acts of the Mayor and Board which by law or ordinance are required to be so attested and he/she shall countersign the same. The Clerk shall affix the City seal to and certify any record, document, copies of papers or ordinances that may be required in any State or Federal court by any individual, or that may be required for the use of any officer of the City. He/she shall furnish to the City Attorney any record or document in his/her office necessary to be used in any proceeding in which the City is a party.
4. 
Books of account.
a. 
The City Clerk shall be the General Accountant of the City.
b. 
The Clerk shall keep a complete set of books, which shall clearly show all the business transactions of the City. The Clerk shall require and receive from the various officers of the City the monthly statements of the transactions of their respective offices, and compare them with each other and the books of his/her office. If said statements are found to be correct, he/she shall file the same and make proper entries on the books of the City. If any statement shall be found incorrect, the Clerk shall return the same to the officer making it for correction, and if such correction be not made it shall be the duty of the City Clerk to report the same to the Board at its next meeting.
c. 
The Clerk shall properly fill out all bonds, coupons, or warrants on the Treasury, when authorized to do so by the Board and when the same shall have been signed by the Mayor, shall attest the same and affix the seal of the City. The City Clerk shall keep an accurate register in his/her office of all warrants issued which shall represent in due and appropriate form the number of the warrant, the name of the person in whose favor drawn, the amount and for what purpose issued.
d. 
The Clerk shall balance the City ledger quarterly on the first (1st) day of each calendar quarter, beginning on the first (1st) day of January each year, and take therefrom a complete statement of all the business and financial transactions of the City from the quarter then ending, and shall present the same to the Board at its next regular meeting thereafter. The said statement shall contain a complete and concise summary of the total receipts of the quarter and from what source, the total debts of the City and the total amount then remaining in the City Treasury. In addition, the Clerk shall make semi-annual financial statements as required by Section 79.160, RSMo.
5. 
General duties. In addition to the duties herein required, the Clerk shall perform such other duties as are usually required by law or ordinances, and all other duties required of the Clerk by the ordinances of the City and laws governing Cities of the Fourth Class.
