The Board of Aldermen hereby expresses its intent to designate a Redevelopment Area located within the City limits of the City of Granby, under the Real Property Tax Increment Allocation Redevelopment Act of the State of Missouri (hereinafter referred to as the "Act") Section 99.900, RSMo.

A commission is hereby created in accordance with the provisions of the Act (Section 99.820.2, RSMo.), which Commission may be referred to as the "TIF Commission".

The Mayor is hereby authorized and directed to appoint, with consent of the members of the Board of Aldermen, six (6) members of the TIF Commission.

The six (6) members of the TIF Commission appointed by the Mayor shall serve for a term of four (4) years, except that of the members first appointed, two (2) shall be designated to serve for a term of three (3) years, and two (2) shall be designated to serve a term of four (4) years.

The City Clerk is hereby directed to promptly submit written notice of the City's intent to designate a Redevelopment Area and to establish a Commission pertaining thereto to the following taxing entities:
1. 
East Newton School District.
2. 
Crowder College.
3. 
Newton County Ambulance District.
4. 
County Commons Road District.
5. 
Newton County Library.
6. 
Mental Health Board.
7. 
County Health Board.
8. 
County Fair.

In addition to the six (6) members to be appointed by the Mayor as set forth hereinabove, the taxing entities as set forth in Section 415.050 shall appoint three (3) other members to such Commission in accordance with the provisions of Sections 99.820.2(1) and 99.820(2), RSMo. East Newton School District shall appoint two (2) members and the Newton County Commission shall appoint one (1) member to represent themselves and all other taxing districts listed herein within the County of Newton, Missouri, except the East Newton School District and the City of Granby. The Newton County Commission shall notify each district of their nominee and seek a resolution from all such taxing districts endorsing such Commission appointee.

The Members of the Commission shall serve the terms of office as provided for in Section 99.820.2 (3), RSMo., and shall have those duties authorized and allowed by the Act.
