The Mayor and Board of Aldermen of the City shall act as ex officio Board of Gas Works Commissioners for the management and operation of the municipal gas works; that the Board of Aldermen shall make all necessary rules and regulations in the operation and management of said gas works. Provided however, that they shall receive no additional compensation for acting as such, other than their regular reimbursement expense as members of the Board of Aldermen of this City.
