The council may establish administrative departments, boards
and commissions in addition to those created by this Charter and may
prescribe the functions of all departments, boards and commissions,
except that no function assigned by this Charter to a particular department,
board or commission may be discontinued or, unless this Charter specifically
so provides, assigned to any other department, board or commission.

As the head of each department, there shall be a director, who
shall be an officer of the city and shall have supervision and control
of the department, subject to the city manager. The city manager may
designate the same individual as a director of two or more departments
and may require the director of a department to serve as head of one
or more divisions.

All boards and commissions shall have such powers and perform
such duties as are prescribed by law or by this Charter; and if not
prescribed, then such as may be prescribed by ordinance.
