A. 
Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by the adopted codes of the City, or to cause any such work to be done shall first make application to the Building Official and obtain the required permit.
B. 
Even though a particular improvement is not required to obtain a permit from the City, such improvement shall be in full compliance with the applicable zoning ordinances and/or design guidelines or other adopted regulations for the area.
C. 
All persons undertaking work which requires a permit or seeking to obtain a permit from the City are required to have a currently valid Johnson County contractor's license. That County license shall have been issued by the County in accordance with the provisions of the Johnson County Contractors Licensing Program and the Contractor Licensing Regulations adopted by the Board of County Commissioners by Resolution 058-01 on August 9, 2001 and any regulations subsequently adopted by the Contractor Licensing Review Board as authorized by said County Licensing Regulations, as said Resolution and regulations may be amended from time to time by said Boards.

A. 
Applications for building permits shall be filed with the Community Development Department upon forms prescribed by the Building Official.
B. 
The building permit application shall be accompanied by construction documents and other information as required by the adopted codes and by the Building Official.
C. 
For each permit issued, there shall be charged and collected from the applicant a fee in accordance with the applicable fee schedule adopted by the City Council. This fee schedule may be reviewed and updated on a periodic basis.
D. 
Fence permit applications are required for any new fence, an extension of an existing fence or when more than fifty percent (50%) of an existing fence is being replaced. Applications for fence permits shall be filed with the Community Development Department upon forms prescribed by the Community Development Director. The following supporting documentation must be attached to the application:

A scaled drawing indicating where the new fencing is to be installed in relationship to the property lines or existing buildings and where there is existing fencing on or adjacent to the property that is to remain in place.
2. 
A scaled drawing shall indicate the height of the proposed fence and the type of fence construction.

No permit shall be issued for any building, structure or construction unless the same does not contribute in any manner to the creation of a non-conforming situation and approval is obtained or authorized by the Planning Commission or Building Official as is applicable.

No building permit for any structure or building to be located within a legally created sewer district in the City in which sanitary sewage will or may originate shall be issued until and unless the applicant or his/her agent has previously applied for and received from the sewer district an outside sanitary sewer construction and connection permit as required by the rules and regulations of the sewer district.

No certificate of occupancy shall hereafter be issued by the Building Official or his/her authorized representative for any and all buildings of any and all zoning classification from which sanitary sewage will or may originate until the building is connected with a public sanitary sewer system.

There may be required a separate permit for each building or structure to be constructed or the Building Official may issue one (1) permit for groups of buildings and accessory buildings when construction is to be simultaneous. Separate permits shall be required for signs as set out in City ordinances.
