This Chapter shall be known as the "Land Preservation Program of the City of Strafford, Missouri".

A. 
The purpose of this Chapter is to:
1. 
Protect the health, safety and property of the people of Strafford by regulating the disturbance of land surface areas by preventing erosion on disturbed areas and controlling stormwater drainage.
2. 
Assure that the consideration is given to the preservation and restoration of natural features in the grading or development of public and private land.
3. 
Assure that proper provisions are made regarding control of sediments resulting from rainfall on graded areas, and that adequate facilities are constructed for the management of stormwater.
4. 
Assure the movement of emergency vehicles during storm periods.
5. 
Protect the public from rapidly flowing water and flash floods.
6. 
Minimize storm and flood losses resulting from uncontrolled runoff.
7. 
Establish requirements for construction of stormwater management facilities in newly developed areas.

Floods from stormwater runoff may occur which exceed the capacity of storm drainage facilities constructed and maintained as a result of this Chapter. This Chapter does not guarantee that properties will always be free from stormwater flooding or flood damage. This Chapter shall not create liability on the part of, or a cause of action against, the City or any City Officer or employee for any flood damage. Neither does this Chapter purport to reduce the need or the necessity for obtaining flood insurance.

Where any provision of this Chapter imposes restrictions different from those imposed by any other law or restriction, whether State, Federal or local, whichever is more restrictive or imposes a higher standard shall control.

The provisions of this Chapter shall be administered and enforced by the Building Official, hereafter called Building Official.
