A. 
A City Administrator shall be appointed by the Mayor with the advice and consent of the Board of Aldermen for term as provided by contract. Upon each renewal of the contract between the City of Seymour and the City Administrator, the City Administrator shall be appointed by the Mayor with the advice and consent of the Board of Aldermen.
B. 
The Administrator shall maintain an office in the City Hall.
C. 
Before entering upon the duties of his/her office, he/she shall give bond in the amount of one hundred fifty thousand dollars ($150,000.00)

A. 
The Administrator shall have and exercise all powers and duties assigned to him/her by Statute and such other authority as may be granted by the Board of Aldermen. He/she shall be charged with the enforcement of all laws and ordinances within the municipality insofar as their enforcement is within the powers of the City.
B. 
The Administrator shall attend all meetings of the Board of Aldermen, shall keep the Board informed as to the affairs of the City, and shall recommend to the Board of Aldermen such actions as may be necessary or expedient for the welfare of the City.

The City Administrator shall hire and discharge all employees to fill such positions as are authorized by the Board of Aldermen to be hired, at such compensation as may be set or authorized by the Board of Aldermen. All employees shall perform their duties subject to the direction of the City Administrator or that of the superior to whom the Administrator may assign such employee. Provided, that the Administrator may designate to any other official or employee the authority to hire or discharge any employees so authorized.

A. 
The Administrator shall examine all proposed contracts to which the City may be a party, and may sign on behalf of the City any contract authorized by the Board of Aldermen, excepting where the Board directs that some other officer or officers shall do so.
B. 
It shall be the duty of the Administrator to see to it that all terms of any contract to which the City is a party are fully performed by all parties thereto.

A. 
It shall be the duty of the Administrator to cause to be prepared each year the annual appropriation ordinance in time for consideration and enactment by the Board before the first (1st) quarter of the fiscal year and to prepare the tax levy ordinance for passage and file a certified copy thereof with the County Clerk within the time required by law.
B. 
He/she shall keep current accounts for the amounts appropriated and the amounts spent of each appropriation showing the unexpended appropriations at all times.

It shall be the duty of the Administrator to keep current accounts showing at all times the fiscal condition of the City, including the current and anticipated expenses, appropriations, cash on hand and anticipated revenue of all municipal funds and accounts; and he/she shall see to the collection of all money due the municipality.

The Administrator shall keep a current inventory showing all real and personal property of the City and its location, and shall be responsible for the care and custody of all such property including equipment, buildings, parks and all other City property which is not by law assigned to some other officer or body for care and control.

A. 
The Administrator shall prepare and have custody of all municipal records required by law to be kept by the City and not by a specific officer to keep or maintain records. The Administrator shall make available to such officer all necessary clerical assistance for the preparation of such records and shall make available a place for the custody of such records. In compliance herewith the Administrator shall make available to the Clerk stenographic or clerical assistance necessary for the preparation of the journal of Board proceedings, and the record of ordinances and all other documents which by law the Clerk is required to keep; and he/she shall perform similar service for the Treasurer in the maintenance of bond registers, and all other records or documents which by law the Treasurer is required to keep.
B. 
Where the law requires or provides for certification of any records or documents by any officer of the City, the Administrator shall cause such records or documents to be properly prepared and presented to such officer for his/her signature.
C. 
Reports And Publications. It shall be the duty of the Administrator to see to the publication of all notices, ordinances or other documents required by law to be published, and to prepare or cause to be prepared all reports which the City or any of the officials thereof are required by law to prepare.
D. 
Maps — Plats. The Administrator shall cause to be kept a complete set of maps and plats showing the location of all City utilities, and other municipal properties, all streets and other public places and all lots or parcels of land subdivided according to law.

The Administrator shall prepare for the City Clerk all notices, ballots and election supplies necessary in connection with municipal elections.

In the event that the City Administrator shall be absent from the City or incapacitated from performing the duties of his/her position, the Mayor shall act as Administrator during such absence or incapacity.

The Administrator shall be ex officio City Clerk and City Comptroller unless such offices, or either of them, are duly filled by appointment; and he/she shall perform the duties of each such office in the absence of such appointment to either of them.
