All electric meters shall be read and bills rendered monthly as services accrue. All bills shall be due and payable from and after the date such bills are rendered at the office of the City Clerk during regular hours of business.

If any bill for electric services shall be and remain due and unpaid on or after the twentieth (20th) day of the next succeeding month in which service was rendered, an additional charge of ten percent (10%) thereof shall be added thereto.

If any bill for electric service shall be and remain unpaid for more than ten (10) days past the due date, which is the 20th day of each month, then service to such customer may be discontinued and may not be reconnected until all past due bills are paid in full, together with all late charges and a reconnection charge. It shall be the duty of the City Clerk to notify the Superintendant of the Electric Utility Department of such delinquency, and the Superintendant shall proceed immediately to disconnect the electric service. Reconnection charges are set out in Section 720.110.

A. 
Any commercial business will have to have a ten (10) horsepower load or larger before qualifying for a three (3) phase power.
B. 
Three (3) phase must be within secondary distance of the customer.
C. 
All three (3) phase power users will be charged at the rate of ten (10) H.P. per month.
D. 
Users having a power shut down for a month or more and full power in other months will be charged the minimum average during shut down.
E. 
A user who wants three (3) phase power not within a secondary distance shall pay for the installation (all materials) of same. These charges can be paid over a twelve (12) month period. All materials used must meet specifications set down by the City Engineer.
