The rates for service and water supply to any customer of the Highland Water District shall be established as follows: A charge of $0.00575, for each customer per quarter, for each gallon of water used, or fraction thereof.

The maximum number of usage units which shall be permitted for one meter is 12.

The rate for water supplied to nonmetered users shall be $0.00675 for each gallon of water used, or fraction thereof.

A. 
[1]If a meter is out of order, as shown by a test, or is otherwise known to the Superintendent to be out of order, the consumer will be charged, for the affected quarters, the average daily consumption as shown by the meter when in accurate working condition. If a meter is found to be inoperable on more than one occasion during the previous four quarters, the estimated consumption shall be calculated as if there was a denial of access with the procedure as set forth in Subsection C.

B. 
If an owner or occupant denies access to district agents or employees, the district will estimate usage and the metered reading shall not be the basis for billing. Estimates shall be based on a formula which shall consist of a quarterly payment not less than two times the highest metered consumption for the highest quarter of the preceding four quarters, with any special estimates for unusual circumstances which require a higher estimated charge, to be set by resolution of the Town Board after the owner or occupant has been given the opportunity to appear at a Town Board meeting and confer with the Town Board as to the unusual circumstances.

C. 
Applications for changes in billing to correct current or past bills shall be made to the Town Board only, which shall then make determinations and order adjustments. It is the Board's policy to charge for all water entering the consumer's premises, whether used or wasted, and the Board shall take into consideration a consumer's neglect or willful acts in making its determination.

No charge will be made for service discontinued or terminated within the first 15 days of any quarter. The full quarterly charge will apply for service discontinued or terminated thereafter.
In any case where service has been discontinued or terminated, a restoration fee of $5 shall be paid before water service and water is supplied.

A. 
A charge of $50 per hydrant per year shall be made to the Highland Fire District for the furnishing of water service and water.
B. 
There shall be a quarterly charge for any sprinkler or other fire-protection system connected to district water services that is nonmetered, which charge shall be set by the Town Board by resolution and amended from time to time.

Meters will be tested at the consumer's request. If such test establishes that the meter is accurate to within 3% of the correct rate of flow, plus or minus, which will be considered accurate, the consumer shall bear the expense of such test.

Consumers requesting a reading of their water meters other than the customary quarterly meter readings shall be charged a fee of $25 for each such reading, which fee shall be included in the reading bill.
