The City treasurer shall receive all monies appropriated by
or donated to the City for establishment or maintenance of the Belfast
Free Library, shall keep a separate account thereof under the head
of "Public Library Account" and shall pay out such monies upon the
approval of the Board of Trustees and approval of the City Council.
In case money is donated to the City, the income of which is to be
expended for the support of the library, the City treasurer shall
invest the money under the direction of the trustees. In his annual
report the City treasurer shall include a detailed statement of the
receipts, disbursement and condition of the public library account.

In any published statement or summary of the Belfast Free Library
budget or financial report, the City treasurer shall clearly state
the amount of operating funds provided from tax appropriations and
from the Belfast Free Library funds.

The municipal officers shall annually, by May 1, certify to
the state librarian the amount of money appropriated the preceding
fiscal year for the purchase of books and documents for the use and
benefit of the Belfast Free Library and for payment of the running
expenses thereof. The trustees may certify as to the grade and quality
of service performed by the library for the purpose of obtaining a
state stipend as provided in 27 M.R.S.A. § 105.
