The fact that a vehicle is parked in violation of any of the
provisions of this chapter shall be prima facie evidence of the unlawful
parking of such vehicle by the person in whose name such vehicle is
registered.

Persons charged with the violation of parking regulations under
this chapter may waive court action by payment of a fine as provided
for in this article within seven days after attachment to a vehicle
of a notice to the owner or operator of a violation. Payment shall
be made to the tax collector's office.

(a)
It shall be the duty of the police department of the City to enforce
this article and to make records of violations as follows:
(b)
The member of the police department shall also attach to such vehicle
a notice to the owner thereof that such vehicle has been parked in
violation of the provisions of this article.

It shall be prima facie evidence that a vehicle is parked in violation of the provisions of this article if a notice is attached to the vehicle pursuant to section 58-33, and it shall be prima facie evidence that the registered owner of such vehicle to which such notice has been attached is in violation of this article.

Under this section there shall be no fine for the first violation
of any portion of this traffic ordinance. After the first violation
the fines shall be as follows:
(1)
There shall be a fine of $15 for all parking violations. The fine
will increase to $30 if the fine is not paid within 30 calendar days.

Whenever any vehicle may be found parked or left standing in
violation of this article, the vehicle may be secured by the installation
of a restraining boot device or removed by order of the police department
and stored, and the owner or person in charge or control of the vehicle
shall pay all expenses associated with the removal of the restraining
boot device or of removal and storage. The City shall not be responsible
for any damages to any vehicle removed in accordance with the provisions
of this section.

(a)
Designation of spaces. The City manager, or an agent duly appointed
by him, is hereby authorized and directed to designate and mark off
such individual parking spaces as he may deem proper along any or
all parts of any streets in the Downtown Commercial, Waterfront I
and II, and Industrial zones of the City for the parking of vehicles.
At each place where individual parking is so marked off, each vehicle
shall be parked entirely within such individual parking spaces.
(b)
Installation of signs. The City manager or an agent duly appointed by him is hereby authorized and directed to place, install and/or remove, if in his judgment it becomes necessary, such signs upon the curbside of individual parking spaces as designated and marked off under the provisions of subsection (a) of this section. Such signs shall indicate thereon the time limit for parking of individual vehicles.
(c)
Parking beyond specified time prohibited. In all areas of the City
where individual parking spaces have been designated and marked off
and where signs indicating time of parking have been erected, all
parking space beyond the specified time in any individual parking
space is prohibited. Any vehicle parked in violation of this provision
shall be deemed to be illegally parked under the provisions of this
article.
(d)
Responsibility of vehicle owner. It shall be unlawful and a violation
of this section for any person to cause, allow, permit or suffer any
vehicle registered in the name of or operated by such person to be
parked beyond the period of legal parking time established for any
parking spaces designated pursuant to this section.
(e)
Days and hours of applicability. The designation of a time limit
for parking within designated and marked areas within the City, except
at the municipal boat landing, shall apply during the following times:
9:00 a.m. to 5:00 p.m. on Mondays through Saturdays. The parking limitation
provided for in this section shall not apply on Sundays or legal holidays.

No person shall stop a vehicle on the travelled portion of any
road or street in such a way as to obstruct the road or street or
prevent the proper use of the road or street by vehicles passing in
either direction.

No person shall stop, stand, or park a vehicle, except when
necessary to avoid conflict with other traffic or in compliance with
law or the directions of a police officer or traffic control device,
in any of the following places:
(1)
On the sidewalk.
(2)
In front of a public or private driveway so as to obstruct access
to same.
(3)
Within an intersection.
(4)
Within 10 feet of a fire hydrant.
(5)
On a crosswalk.
(6)
Within 25 feet of the near corner of the intersection of Anderson
Street and Church Street.
(7)
Within 500 feet of any building, field, or forest where an alarm
of fire or other emergency has been sounded, without consent of the
chief of police, fire chief, or a duly authorized agent of either
of the preceding.
(8)
In any public street more than 12 inches from the curb, except in
emergency or to allow another vehicle or pedestrian to cross its way.
(9)
On the roadway side of any vehicle stopped or parked at the edge
or curb of a street.
(10)
In the front of any place designated as a taxistand on any street.
(11)
At any place where official sign prohibits parking.
(12)
Within 15 feet upon the approach to any stop sign.
(13)
On the lefthand side of a street unless such street is a one-way
street.
(14)
In front of the entrances to theaters and hotels, or in front of
the fire station.
(15)
On Beaver Street on the north side from its intersection with Post
Office Square.
(16)
On Bridge Street from the intersection of Water Street to the Harbor
Channel.
(17)
On the east side of Cross Street from its intersection with Miller
Street.
(18)
On that portion of the west side of Washington Street from its intersection
with Main Street to Bridge Street.
(19)
On the north side of Miller Street from its intersection with Cross
Street to High Street.
(21)
On both sides of High Street from its intersection with Vine Street.
(22)
On both sides of Waldo Avenue from its intersection with Field Street
to its intersection with Vine Street.
(23)
On Vine Street, on both sides, from its intersection with High Street
to its intersection with Waldo Avenue.
(24)
On Field Street, both sides, from its intersection with High Street
to its intersection with Waldo Avenue.
(25)
On Main Street, on both sides, from its intersection with Waldo Avenue
to its intersection with Market Street.
(26)
On Franklin Street, on the north side except where individual spaces

Adjacent to a node at any time.

In spaces designated for handicapped parking by any vehicle which
does not bear special registration plates or placards issued under
state law.
(35)
On Federal Street, either side, anytime, from Front Street to Cross
Street.
(36)
On Jackson Avenue, either side, at any time, from Bayview Street
to the eastern end of Jackson Avenue, from November 1 to May 1.
(37)
On Anderson Street, on the southerly side from its intersection with
Church Street to its intersection with Waldo Avenue (Route 137).
(38)
On U.S. Route 1 (Searsport Avenue) from its intersection with Old
Searsport Avenue westerly for 0.5 mile to its intersection with Old
Searsport Avenue at Goose River (on state maps this covers from node

There shall be a two-hour parking limit between 9:00 a.m. and 5:00
p.m. on Monday through Friday and a three-hour parking limit on Saturday
9:00 a.m. and 5:00 p.m. in the following spaces:

Main Street, northerly side, from number 33 westerly to upper
Market Street.

Post Office Square, directly in front of the post office, both sides.
(d)
There shall be three-hour parking at all marked parking spaces on
the southerly side of the Front Street parking lot between the hours
of 9:00 a.m. and 7:00 p.m., seven days a week. The northerly side
of the Front Street parking lot will be unrestricted parking. No motor
vehicle or truck measuring more than 30 feet in length shall park
in the Front Street parking lot.
(e)
There shall be 10 marked two-hour parking spaces from 9:00 a.m. to
5:00 p.m. Monday thru Friday and a three-hour parking limit on Saturday
from 9:00 a.m. to 5:00 p.m. located in the Beaver Street parking lot.
(f)
There
shall be a maximum of three-hour parking permitted in all marked parking
spaces at the western end of the Armistice Bridge.

No motor vehicle or truck measuring more than 20 feet in length
shall park in a diagonal individual parking space.

(a)
There shall be two-hour parking at all marked parking areas at the
municipal boat landing between 9:00 a.m. and 7:00 p.m. from October
1 through April 30.
(b)
At the municipal boat landing, during the hours of 9:00 a.m. to 8:00
p.m. starting on May 1, and sending on September 30, parking shall
be limited to 30 minutes around the perimeter of the City landing
and to one hour within the area of the City landing.
(c)
No boat trailers shall be parked at the municipal boat landing at
any time.
(d)
Only boat trailers with a towing vehicle, may be parked at the designated
trailer parking area west of the railroad tracks for a maximum of
three days.
(e)
At Waterfront Heritage Park, there shall be two-hour parking at all
marked parking areas between 9:00 a.m. and 7:00 p.m. seven days a
week. This will include the 10 marked parking spaces in front of the
cinder block building and 15 marked parking spaces off Front Street
at Spring and Front Street.
(f)
There
shall be a maximum three-hour parking limit at the two electric charging
stations located in the Beaver Street parking lot.

No person shall leave or park any vehicle of which he has charge
or possession, or permit the same to stand on any street, highway,
square, thoroughfare, or municipal parking lot within the City for
more than one hour between the hours of 12:00 midnight and 6:00 a.m.,
except at the municipal parking lots located on Cross Street, off
Main Street, or the harbor parking lots during the period May 1 to
October 31, during which time overnight parking shall be allowed.
