No person shall be an Alderman unless he or she be at least eighteen (18) years of age, a citizen of the United States, and an inhabitant and resident of the City for one (1) year next preceding his or her election, and a resident, at the time he or she files and during the time he or she serves, of the ward from which he or she is elected.

The members of the Board of Aldermen shall be two (2) in number from each ward of the City.

A. 
It is the policy of the City of Lake Saint Louis to reimburse elected officials on an actual expense basis for all reasonable expenses essential to the transaction of official business of the City incurred while in office.
B. 
Monthly Mileage Reimbursement. Upon receipt of a signed expense reimbursement claim form, elected officials will be reimbursed for mileage incurred. When performing City business, signed expense forms will be used when requesting reimbursement and shall be subject to the approval of the Board of Aldermen. The following expenses are covered by this reimbursement:
1. 
Mileage related to City business.
2. 
Dues to civic organizations which, in the opinion of the Board of Aldermen, would enhance the City's general welfare.
3. 
Meal costs incurred while attending a civic function or meetings related to City business.
4. 
Any other expense that the Board of Aldermen recommends for reimbursement.
C. 
Travel And Conference Expense Reimbursement. The guidelines as listed under Section 115.080 "Travel" in this Code pertain to elected officials attending conferences.

The Board of Aldermen of the City of Lake Saint Louis shall have the care, management and control of the City and its finances, and shall have power to enact and ordain any and all ordinance not repugnant to the Constitution and laws of the State of Missouri and such as they shall deem expedient for the good government of the City, the preservation of peace and good order, the benefit of trade and commerce and the health of the inhabitants of the City, and such other ordinances, rules and regulation as may be deemed necessary to carry such powers into effect and to alter, modify or repeal the same.

No member of the Board of Aldermen shall directly interfere with the conduct of any department or duties of employees subordinate to the City Administrator except at the express direction of the entire Board of Aldermen or with the approval of the City Administrator.
The Board shall elect one (1) of their own number who shall be styled "Acting President of the Board of Aldermen" and who shall serve for a term of one (1) year.
When any vacancy shall happen in the office of Mayor by death, resignation, removal from the City, removal from office, refusal to qualify, or from any other cause whatever, the Acting President of the Board of Aldermen shall, for the time being, perform the duties of Mayor, with all the rights, privileges, powers and jurisdiction of the Mayor, until such vacancy be filled or such disability be removed; or, in case of temporary absence, until the Mayor's return.

In the absence of both the Mayor and the Acting President of the Board, the Board of Aldermen may select one (1) of its members present to preside at the Board of Aldermen meeting, who shall be styled temporary Chairman.

Individual members of the Board of Aldermen shall submit request for items for the Board of Aldermen meeting agendas to the City Administrator for review at least one (1) week prior to the regular scheduled meeting. All agenda items, including bills for payment of warrants, shall be submitted to the City Clerk no later than Noon the Wednesday prior to a Monday meeting. Upon a majority vote by the Board of Aldermen or as directed by the Mayor, additional items may be added to the regular agenda. The City Administrator shall review said items with the Mayor to determine if such items shall be placed on the agenda for the next meeting. Items shall be automatically placed on the next regular agenda at the request of any two (2) members of the Board of Aldermen.
