The Board of Aldermen of the City of Lake Saint Louis, Missouri, shall have exclusive control of and authority over all City-owned or controlled park and recreation services, facilities and activities in the City and, except as expressly and specifically delegated to some other body or entity by this Article, shall establish all fees, rules, regulations and enter into all agreements necessary to adequately and properly perform and fulfill its duties and responsibilities hereunder.

A. 
There is hereby established and created a Park and Recreation Board of the City of Lake Saint Louis, sometimes herein called "the Board". The Park and Recreation Board shall consist of nine (9) residents of the City of Lake Saint Louis to be appointed by the Mayor and approved by the majority of the Board of Aldermen. Seven (7) of the nine (9) members shall be regular members with full voting rights. The eighth (8th) member shall be the first alternate member voting in the absence of a regular member. The ninth (9th) member shall be the second alternate member voting in the absence of two (2) or more regular members, or a regular member and the first alternate member's absence. These members shall serve overlapping two (2) year terms. Members appointed to the Parks and Recreation Advisory Board must be citizens and shall have been Lake Saint Louis residents for at least one (1) year immediately prior to their appointment and remain so during their term. Any member who resides outside the corporate limits of Lake Saint Louis will vacate their membership. A Chairman and a Vice Chairman shall be elected annually from the regular members and shall serve for not more than two (2) consecutive terms.

B. 
The Mayor may, by and with the consent of the Board of Aldermen, remove any member of the Parks and Recreation Advisory Board for misconduct or neglect of duty. Any member of the Parks and Recreation Advisory Board who misses three (3) consecutive unexcused meetings may be subject to removal from the Board. Recommendation for removal will be made by the Parks and Recreation Advisory Board and receive the approval of the Board of Aldermen. The Chairman of the Parks and Recreation Advisory Board will be responsible to inform the Mayor of any member who misses three (3) consecutive unexcused meetings.
C. 
It is hereby declared the policy of the Board of Aldermen, as appointed by the Mayor, that a member(s) of the Board of Aldermen shall be appointed to the Parks and Recreation Advisory Board to act as a non-voting liaison.

A. 
The Parks and Recreation Advisory Board shall have the following advisory responsibilities and duties to the Board of Aldermen:
1. 
Advise annually of any changes to fees for all programs/special events, facility and sport field reservations for exclusive use.
2. 
Assist in the recruitment of volunteers and coordinate with staff on special events assignments throughout the year.
3. 
Review and make recommendations on all major proposals and propositions for the construction, reconstruction and improvements of public parks and recreation facilities, including the acquisition of land for park purposes.
4. 
Develop and recommend methods of discouraging vandalism and destruction of park facilities.
5. 
Recommend to the Parks and Recreation Director rules and regulations to be adopted and enforced in the City relating to parks and recreations facilities, properties and programs.
6. 
Promote and stimulate public interest in City parks, programs and special events.
7. 
Undertake any other responsibilities or special assignment or duties as the Board of Aldermen may specifically delegate.
8. 
Make recommendations for Friend of the Park recognition.

A. 
In order to conduct an official Parks and Recreation Advisory Board meeting a quorum of the Board must be present. In order to comply with the Sunshine Law, no official meeting will take place if a quorum of members is not present within fifteen (15) minutes of the official start time of the meeting.
B. 
Chairman or Acting Chairman of the Parks and Recreation Advisory Board has the authority to establish subcommittees for the purpose of special research or services as related to their advisory responsibilities and duties.
C. 
The Parks and Recreation Advisory Board will meet monthly. These meetings will take place on the third (3rd) Tuesday of each month at a time determined by the current Board at the Lake Saint Louis Civic Center. A special meeting can be requested by the Director of Parks and Recreation or the Chairman of the Parks and Recreation Advisory Board. The Chairman or Acting Chairman has the authority to cancel meetings when there are no items for the agenda.

All park and recreation employees shall be subject to all rules and regulations affecting City employees. Park and recreation employees shall be supervised by the City Administrator.
