A. 
Creation And Establishment Of A City Tree Board. There is hereby created and established a City Tree Board for the City of Lake Saint Louis, Missouri, which shall consist of five (5) regular members who are residents of this City, who shall be appointed by the Mayor with the approval of the Board of Aldermen. The Community Forest Manager shall be an ex officio member of the City Tree Board. Two (2) alternate members shall also be appointed to serve in the absence of or disqualification of a regular member. The alternate members shall only have voting rights when a quorum of the regular members is not present, in which case both alternate members may vote.
B. 
Term Of Office. The term of each regular member shall be three (3) years. One (1) alternate shall have a term of two (2) years and one (1) alternate shall have a term of three (3) years.
C. 
Compensation. Members of the Tree Board shall serve without compensation.
D. 
Duties And Responsibilities. It shall be the responsibility of the Tree Board to study, investigate, counsel and develop and/or update annually, and administer written plans (annual long range) for the care, replacement, maintenance and removal or disposition of trees and shrubs in parks, along streets and in other public areas. Such plan shall constitute the official comprehensive Community Forest Plan for the City of Lake Saint Louis, Missouri.

The Tree Board shall consider all existing and future utility, public works and environmental factors when recommending improvement for each street, park and other public lands of the municipality.

The Tree Board shall amend or add to the Community Forest Plan at any time for adoption by the Board of Aldermen.
3. 
The Tree Board, when requested by the Board of Aldermen, shall investigate, make finding, report and recommend upon any special matter or questions relating to trees.
E. 
Operation. The Tree Board shall choose its own officers, make its own rules and regulations, and keep a journal of its proceedings according to law. A majority of the members shall be a quorum for the transaction of business.
F. 
Interference With The Tree Board. It shall be unlawful for any person to prevent, delay or interfere with the Tree Board or City employee or any of its representatives or agents while engaging in or about the planting, cultivating, mulching, pruning, spraying or removing of any trees within the public community forest.
