As used in this Chapter, the following terms shall mean:
Every vehicle propelled solely by human power upon which
any person may ride, having two (2) tandem wheels, except scooters
and similar devices.
Running, trotting or alternately running and walking.
Any two- or three-wheeled device having an automatic transmission
and a motor with a cylinder capacity of not more than fifty (50) cubic
centimeters, which produces less than three (3) gross brake horsepower,
and is capable of propelling the device at a maximum speed of not
more than thirty (30) miles per hour on level ground. A motorized
bicycle shall be considered a motor vehicle for purposes of any homeowners'
or renters' insurance policy.
Any device that is not a motorcycle, motorized bicycle or motor vehicle, as defined in Chapter 300 therein, with two (2) or more wheels which is designed to be ridden in or upon and is powered by a power source that is capable of propelling the device with or without human propulsion. This Section shall not apply to legitimate devices used by physically disabled persons, such as electric wheelchairs or scooters, when operated by a physically disabled person.
The part of any public road, street, highway or other public
way that is open to traffic by motor vehicles.
Any conveyance including motor vehicles, trailers of all
types, campers, motorcycles, sleighs, pushcarts, horse-drawn conveyances
or conveyances propelled by other than muscular power.

A person propelling a bicycle shall not ride other than astride
a permanent and regular seat attached thereto. No bicycle shall be
used to carry any person under the age of five (5) years unless equipped
with a child's seat designed and manufactured for the purpose and
properly attached. The use of tricycles shall not apply to this Section.

No person shall park a bicycle in such a manner as to constitute
a hazard to pedestrians, traffic or property.
Every bicycle and motorized bicycle shall be equipped with a
brake or brakes which will enable its driver to stop the bicycle or
motorized bicycle within twenty-five (25) feet from a speed of ten
(10) miles per hour on dry, level, clean pavement.
A.
Every
bicycle and motorized bicycle when in use on a street or highway during
the period from one-half (½) hour after sunset to one-half
(½) hour before sunrise shall be equipped with the following:
1.
A front-facing
lamp on the front or carried by the rider which shall emit a white
light visible at night under normal atmospheric conditions on a straight,
level, unlighted roadway at five hundred (500) feet;
2.
A rear-facing
red reflector, at least two (2) square inches in reflective surface
area, or a rear-facing red lamp on the rear which shall be visible
at night under normal atmospheric conditions on a straight, level,
unlighted roadway when viewed by a vehicle driver under the lower
beams of vehicle headlights at six hundred (600) feet;
3.
Reflective
material and/or lights on any part of the bicyclist's pedals, crank
arms, shoes or lower leg visible from the front and the rear at night
under normal atmospheric conditions on a straight, level, unlighted
roadway when viewed by a vehicle driver under the lawful lower beams
of vehicle headlights at two hundred (200) feet; and
4.
Reflective
material and/or lights visible on each side of the bicycle or bicyclist
and visible at night under normal atmospheric conditions on a straight,
level, unlighted roadway when viewed by a vehicle driver under the
lawful lower beams of vehicle headlights at three hundred (300) feet.
The provisions of this Subdivision shall not apply to motorized bicycles
which comply with National Highway Traffic and Safety Administration
regulations relating to reflectors on motorized bicycles.
Every person riding a bicycle or motorized bicycle upon a street
or highway shall be granted all of the rights and shall be subject
to all of the duties applicable to the driver of a vehicle as provided
by Chapter 304, RSMo., and this Title, except as to special regulations
in this Chapter, and except as to those provisions of Chapter 304,
RSMo., and this Title, which by their nature can have no application.
Every person operating a bicycle or motorized bicycle at less
than the posted speed or slower than the flow of traffic upon a street
or highway shall ride as near to the right side of the roadway as
safe, exercising due care when passing a standing vehicle or one proceeding
in the same direction, except when making a left turn, when avoiding
hazardous conditions, when the lane is too narrow to share with another
vehicle, or when on a one-way street. Bicyclists may ride abreast
when not impeding other vehicles.
Any person seventeen (17) years of age or older who violates
any provision of this Chapter is guilty of an infraction and, upon
conviction thereof, shall be punished by a fine of not less than five
dollars ($5.00) nor more than twenty-five dollars ($25.00). If any
person under seventeen (17) years of age violates any provision of
this Chapter in the presence of a Peace Officer possessing the duty
and power of arrest for violation of the general criminal laws of
the State or for violation of ordinances of Counties or municipalities
of the State, said officer may impound the bicycle or motorized bicycle
involved for a period not to exceed five (5) days upon issuance of
a receipt to the child riding it or to its owner.
A.
No person
shall operate a motorized bicycle on any highways, streets or roads
in this City unless the person has a valid license to operate a motor
vehicle.
B.
No motorized
bicycle may be operated on any public thoroughfare located within
this City which has been designated as part of the Federal interstate
highway system.
No person shall operate a motorized bicycle on any highways,
streets or roads in this City unless it is equipped in accordance
with the minimum requirements for construction and equipment of MOPEDS,
Regulation VESC-17, approved July, 1977, as promulgated by the Vehicle
Equipment Safety Commission.

A.
Reflective Clothing. No person shall walk or jog on any
street in the City of Lake Saint Louis during the nighttime after
sunset and before sunrise without wearing or carrying reflective clothing
or reflective items. Such reflective clothing shall be adequate to
reflect brightly the headlights from a motor vehicle, and the wearer
shall have at least one (1) item of reflective clothing visible from
in front and one (1) visible from the rear. In lieu of an item of
reflective clothing, the wearer may wear or carry any device or decoration
that is adequate to reflect or generate such light brightly. These
requirements shall not apply to any person entering the street solely
for the purpose of crossing the street or for the purpose of direct
transport between their home and another location in the City.
B.
Roadways, Sidewalks And Paths. Wherever possible, persons
walking or jogging on any street in the City of Lake Saint Louis shall
travel on the left side of the street facing oncoming traffic. Where
available, sidewalks or paths are to be used rather than the street.

A.
No person
shall ride or operate a motorized play vehicle on any public street,
highway, sidewalk, bike lane, or anywhere within the boundaries of
a City park.
B.
Responsibilities
of parents, guardians, legal custodians and those having care, custody
and control:
1.
The
parents, guardians, legal custodians or those having care, custody
and control of any minor shall not authorize or knowingly permit such
minor to violate any of the provisions of this Section.
2.
If a
fine is imposed upon a minor who is found to be in violation of this
Section, the parents or legal guardian having custody or control of
the minor shall be jointly and severally liable with the minor for
payment of the fine, whether or not the parents or guardian knew of,
or anticipated, a violation of this Section.

It shall be unlawful for any person to be upon bicycles, roller
skates or skateboards or riding in or by means of any coaster, toy,
vehicle, motorized scooter, motorized play vehicle or similar device
while in or upon any portion of any park playground or park pavilion
unless specifically designated therefore, provided however, this provision
shall not apply to a show, exhibition, demonstration or other activity
which is part of a special event being sponsored on park premises,
nor shall this provision apply to child carrying devices such as baby
strollers, carriages or wagons or to a person living with a disability.
