During the hours when the sale, service or delivery of alcoholic
beverages is prohibited, all licensed premises operating under a plenary
retail distribution license must be closed, and the licensee shall
allow no person other than employees to remain upon the licensed premises;
provided, however, that any such licensed premises where the sale
of other articles such as drugs and foodstuffs is carried on may remain
open during said prohibited hours for the purpose of the sale of other
than alcoholic beverages, provided that the alcoholic beverages in
said place shall be kept in a compartment or compartments specially
approved by this Committee in writing, and which said compartment
or compartments during said prohibited time shall be kept securely
locked and shall not in any case or for any pretext or reason be opened.

During the hours when the sale, service, delivery or consumption
of alcoholic beverages is prohibited, all licensed premises operating
under a plenary retail consumption license must be closed, and the
licensee shall allow no person other than employees to remain upon
the licensed premises, except the following:
A. Hotels may remain open during the hours when the sale, service, delivery
or consumption of alcoholic beverages is prohibited, except that no
consumption shall be permitted in any public room or area of the hotel
during prohibited hours.
B. Clubs holding plenary retail consumption licenses which qualify under
the State Alcoholic Beverage Law and regulations for club licenses.
During the hours when the sale, service, delivery or consumption
of alcoholic beverages is prohibited by ordinance now in force or
hereafter adopted by this Committee, all licensed premises operating
under a club license, or clubs holding plenary retail consumption
licenses which qualify under the State Alcoholic Beverage Law and
regulations for club licenses, and restaurants shall keep closed and
securely locked the room in which alcoholic beverages are kept for
sale, commonly known as the "barroom," and all rooms where alcoholic
beverages are stored, and the licensee or any of its employees or
any other person shall not enter or be allowed to enter therein.
Any license issued by this Committee may be suspended or revoked
for violation of any provisions of this article.
Any person violating this article shall be punishable as provided in §
1-3, General penalty, of this Code.
