Pursuant to the statutory authority conferred by N.J.S.A. 40:67-1, the owner or occupant of each house and/or building located within the Township of Morris shall cause to be displayed within 30 days after the receipt of written notification from the Township Assessor the number assigned to such house or other principal building in accordance with §
199-3 of this chapter.
The owner or occupant of such house or principal structure shall,
at the expense of such owner or occupant, cause the number assigned
to be displayed in such manner and to be clearly visible from the
street upon which the house or building fronts. The owner or occupant
of all houses and principal structures shall cause the number on the
house or building to be placed on or near the front door, in a location
that will be illuminated in the event an outside light is turned on.
In the case of all structures having mailboxes located in the front
yard of the house or principal building, the number shall be placed
on the mailbox in three-inch or larger block-style numerals visible
from both directions. For those structures not having a mailbox located
on the property, a sign not larger than two square feet with three-inch
or larger block-style numerals shall be installed in the front yard
of the house and within 10 feet of the front property line so as to
be visible from both directions.
The Township Engineer shall prepare, maintain and keep on file
for public inspection a house number map for the Township upon which
shall be entered the numbers assigned by the Township Assessor to
each and every house and other principal building fronting on any
street or road within the Township of Morris. The Engineer shall,
from time to time, add to the house number map the numbers which the
Township Assessor shall assign to newly constructed houses and principal
buildings.
In the event that there is a failure to comply with the terms
and provisions of this chapter, the Township of Morris may, at its
option, install or cause to be installed the appropriate house or
building numbers, and the cost thereof shall be at the expense of
the owner.
In the event an owner or occupant should refuse or fail to comply with the terms of this chapter in a timely manner, the Township Assessor shall cause a certified letter to be sent to the owner advising that, if the property is not brought into compliance within 30 days, the owner shall, commencing on the 31st day, be punishable as provided in §
1-3, General penalty, of this Code. Each day for which the property is not in compliance shall constitute a separate violation.
The adoption of this chapter and the assignment of house or
other principal building numbers shall not be construed or interpreted
as an intention or action by the Township of Morris to accept any
street or road in the Township as a municipal public street or road,
nor shall the same be construed as the acceptance of responsibility
for the maintenance of any street or road which is not presently a
municipal public street.
