The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
PUBLIC RIGHT-OF-WAY
The entire width of a street, highway, alley or other way dedicated to the use of the public for vehicular or pedestrian travel.
UNIMPROVED PUBLIC RIGHT-OF-WAY
That portion of the public right-of-way which is not paved or graveled, and which lies between the termination of the paved or graveled portion of the public right-of-way and a body of water.

No person shall enter or remain on any portion of an unimproved public right-of-way between the hours of 10:00 p.m. and 6:00 a.m.

No person shall start, maintain, or knowingly permit a campfire, bonfire, grass fire, charcoal fire, or any other type or kind of open burning or fire on an unimproved public right-of-way.

No person shall consume or possess any alcoholic liquor on an unimproved public right-of-way.

No person shall dump, deposit, place, throw, or leave, or cause or permit the dumping, depositing, placing, throwing, or leaving of any rubbish, refuse, garbage, offal, paper, glass, cans, bottles, trash, cigarette butts, debris, or any other waste matter on an unimproved public right-of-way.

Animals are prohibited on any unimproved public right-of-way that ends at Lake Michigan. For purposes of this section, "animal" shall have the meaning as set forth in § 6-1 of this Code of Ordinances.
