The depositing, spilling, throwing or dumping of any garbage,
refuse, junk, grass, leaves, stumps or other discarded materials in
or upon any public or private lands within the Township of Morris
is hereby declared to be a nuisance, inasmuch as the same may create
a vermin harborage or other health menace.
It shall be unlawful for any person or persons, firm, association
or corporation, whether as principal or agent, to deposit, spill,
throw or dump any garbage, refuse, junk, grass, leaves, stumps or
other discarded materials in or upon any public or private lands within
the Township of Morris unless permission for doing the same has first
been obtained from the Board of Health of the Township of Morris.
It shall be unlawful for any person or persons, firm, association
or corporation, whether as principal or agent, to maintain any public
or private property upon which has been dumped any garbage, refuse,
junk, debris, grass, leaves, stumps or other discarded materials after
being notified to remove the same by the Board of Health of the Township
of Morris.

Any person, persons, firm, association or corporation violating
any of the provisions of this chapter shall, upon being found guilty
thereof, be subject to a fine of not less than $5 nor more than $500,
in the discretion of the Judge imposing such fine. Each day that a
violation of any of the provisions of this chapter continues, it shall
be deemed to be a separate offense and subject to the same fines and
penalties as set forth herein.
