This chapter is enacted to regulate the use, operation and conduct of the public parks and playgrounds of the Township and is applicable to all parks and playgrounds owned, used or leased by the Township, as well as those jointly used by the Township and others. Any such park(s) and playground(s) shall be hereinafter referred to as "park" or "parks". These parks are: Cherry Street Field, Ray Rouche Park, South Avenue Park and Weldon Street Park.

No person shall be allowed in a park or playground except between the hours of 7:00 a.m. local time and dusk, unless a permit has been obtained from the Township.

(a) 
No intoxicated person shall be permitted in a park.
(b) 
No person shall carry or use firearms or other weapons or fireworks.
(c) 
No distribution or consumption of illegal drugs, beer, ale, wine or other intoxicating beverages shall be allowed in any park.
(d) 
No dogs or other animals shall be permitted in a park, unless they are leashed and under the direct and immediate control of a responsible adult who shall be responsible to remove any animal waste caused by the animal in the park.
(e) 
No person shall park or operate any vehicle in any portion of a park, except in areas definitely set apart and marked for parking purposes.
(f) 
No person shall light or permit to burn a fire in a park.
(g) 
The playing of golf and the use of javelins, arrows, discuses, shotputs or similar athletic equipment that is dangerous in character are prohibited.
(h) 
No litter, rubbish, trash or garbage shall be left in a park unless in a trash or recycle container maintained by the Township for such purposes.

The following activities are permitted in parks by permit only:
(a) 
Sale of merchandise;
(b) 
Use of the park after dark; and
(c) 
Organized events, athletic or otherwise, in which more than twenty-five spectators or participants take part.

The Police Department shall enforce the provisions of this chapter and shall exercise general supervision over persons and property in all parks.

Where required, permits for the use of the parks for organization of 25 or more participants shall be issued by the Township Manager after approval from Township Council. The fees for use of a Township park shall be an amount as established in the fee schedule by resolution of the Township Council. No permit shall be issued unless an application is made to the Township in writing at least 60 days prior to the first use. A certificate of insurance must be provided naming the Township as an additional insured with a $1,000,000 public bodily liability and a $50,000 property damage liability. Any person/organization to whom a permit is issued shall be liable for any loss, damage or injury sustained by any person by reason of negligence or fault of the or his or her servants, agents, employees, guests or invitees.

Designated tobacco-free areas shall be the areas of parks and playgrounds where children are present, including but not limited to Ray Roche Park, Cherry Street Park, Lou Scott Park, Weldon Street Tot Lot, Berman Park and 1020 North Ridley Creek Road.
