At the first (1st) regular meeting of the Board held after each general election of City Officers, it shall be the duty of the Board of Aldermen to elect a Clerk to be known as a City Clerk who shall be suitable and competent to perform the duties of such office. The City Clerk shall keep a journal of the proceedings of the Board and perform such other duties as may be required of him/her by virtue of the laws and ordinances governing this City.

The duties of City Clerk shall include, but not be limited to, keeping and maintaining all City records of whatsoever nature, the attendance at regular and special meetings of the Board of Aldermen as well as meetings of committees of said City as said Clerk may be called upon to attend, and to handle all City correspondence, and the carrying out of such directions as may be from time to time prescribed by the Board of Aldermen. The City Clerk's duties shall include entering the assessments in the City tax books, including preparing the back tax books as deemed necessary by the City Collector and the Board of Aldermen; preparing the City's financial statements for publication semi-annually, as required by the Missouri Statutes; figuring water and sewer charges and delivering same to the Water Collector monthly. The City Clerk's office in the City Hall shall be open from 9:00 A.M. to 5:00 P.M. from Monday through Friday, legal holidays excluded, except in cases as approved by the Board of Aldermen.

Process services had upon the City Clerk or Mayor in any action against the City shall be filed and laid before the Board at its next meeting, and a true copy of said service shall be made out by the Clerk and without delay delivered to the City Attorney.

In case of death, resignation, absence from the City, or for any cause a vacancy should occur in the office of the City Clerk, the Board shall fill such vacancy by election and for that purpose it shall be the duty of the Mayor to convene the Board in special session, and in case of the temporary absence of the Clerk, the Board may appoint some suitable person to keep the minutes of its meeting.
