The Council shall:
(a)
Appoint and fix the number, rank and compensation of the police and
prescribe all necessary rules and regulations for the organization
of the Police Department.
(b)
Appoint and fix the compensation of a Chief of Police, who shall
be responsible for the supervision of the Department.
(c)
Demote, dismiss and discipline any member of the Department only
upon notice and opportunity to be heard and in accordance with existing
law.

(a)
The Chief of Police shall be responsible to Council and shall account
to Council for the enforcement of the law, prevention of crime and
protection of life and property. The responsibility and accountability
for the administration of the Police Department shall include, but
not be limited to, the following:
(1)
Organization and scheduling.
(2)
Training and evaluation of personnel.
(3)
Employment of and supervision of school guards, firepolice and
other supportive personnel.
(4)
Maintenance of proper records and submission of required reports.
(5)
Conformance with administrative policies established by Council.
(6)
Cooperation with other law enforcement agencies.
(7)
Control of departmental expenses.
(8)
Enforcement of the Discipline Code.
(9)
Management of the Department by such management standards as
may be designated and promulgated by the Council.
(10)
Reporting and accounting to the Council, through the Public
Safety Committee, on a periodic basis, all of the above functions,
that period to be at least once a month.
(b)
The Chief of Police may from time to time and in emergencies be required
by the Council to occupy and perform any police duty.
(c)
In the discharge of his or her duties pursuant to this section, the
Chief of Police may from time to time consult or confer with the Township
Manager concerning any matters affecting or involving the general
administration of the Township or requiring interdepartmental cooperation
or coordination between the Police Department and any other department
or function of the Township.
