There is hereby established in and for the Township a Code Administration Department. The Department shall be composed of the Code Enforcement and Zoning Officer, the Building Inspector, the Plumbing Inspector and such other officers and personnel as Council shall from time to time determine.

(a) 
The Code Enforcement and Zoning Officer shall be responsible to Council and shall account to Council as the Administration Committee shall determine. The Officer's duties include, but are not limited to, the following:
(1) 
Issuance of building and grading permits upon proper request.
(2) 
Enforcement of subdivision, land use development, zoning, building and other codes or ordinances.
(3) 
Inspection of all construction, other than that done by higher levels of government, to the extent necessary to ensure compliance with applicable codes and ordinances.
(4) 
Issuance of occupancy permits.
(5) 
Collection of permit fees.
(b) 
Council may, by resolution, separate the duties set forth in subsection (a) hereof into two, three or four separate functions.
