Elected officials shall, prior to assuming office, take and sign an oath or affirmation of office as prescribed by the law. Such oath or affirmation may be taken and signed before any Judge, District Justice or Notary Public of the Commonwealth, and no person shall be permitted to assume office until the oath or affirmation, in written form, is filed with the Township.

(a) 
The bonding requirements and procedures for the elected Tax Collector[1] shall be those for tax collectors of townships of the second class as specified by the Local Tax Collection Law (Act of May 25, 1945, P.L. 1050, as amended).

Editor's Note: Ordinance No. 478, adopted 2-14-2013, abolished the Office of Tax Collector, effective 1-1-2014. Ordinance No. 478 also provided that the Township Manager and/or his duly appointed agents are empowered to collect and disburse all taxes due the Township in a manner provided by law and as directed by the Township Council.
(b) 
For all other Township officials and employees, the Council shall specify those who, before entering upon the duties of their respective offices, shall give individual surety company bonds to the Township, conditioned upon the faithful performance and discharge of their duties. The Council shall recommend the amounts of the respective bonds, and the form of the bonds shall be approved by the Solicitor.

Council may purchase malfeasance, misfeasance and errors and omissions insurance for itself and/or other employees.

(a) 
Purpose. The purpose of this section shall be to provide a guide for the personnel administration required for the efficient and humane management of the human resources utilized by the Council in providing services for the residents of the Township.
(b) 
Personnel classification.
(1) 
There shall be a classification of all positions according to duties and responsibilities in the Township. Each position shall be assigned to a job class on the basis of its duties and responsibilities. All positions in the same class shall be sufficiently alike to permit the use of a singular descriptive title, the same qualification requirement, the same test for competence and the same pay scale.
(2) 
The classification plan may be revised by action of the Council, and said revisions may include, but not be limited to, the addition, abolishment, consolidation, division and/or amendment of the existing classes.
