For the purposes of this Article
IV, the following words and phrases shall have the meanings indicated:
CIVIL EMERGENCY
A.
A riot or unlawful assembly characterized by the use of actual
force or violence or a threat to use force if accompanied by immediate
power to execute by two or more persons acting together without authority
of law.
B.
Any man-made calamity within the Village resulting in the death
or injury of persons or the destruction of property to an extent that
extraordinary measures must be taken to protect the public health,
safety, and welfare.
CURFEW
A prohibition against a person walking, running, standing,
or motoring upon an alley, street, highway, public property, or vacant
premises within the Village, except persons officially designated
to duty relating to the civil emergency and those persons who are
in public places by reason of their employment or a private emergency
involving health, safety, or protection of property.
Upon filing with the Village Clerk, the proclamation as provided in §
141-402 shall become effective, having the force of law, and it shall remain in full force and effect until it has been terminated by filing a copy of the termination with the Clerk by the President and the Board.
Pursuant to Chapter
12, Article
IV, of the Village Code, the Village has established the Emergency Services and Disaster Agency to implement the Village's emergency operations plan. The purpose of the emergency operations plan is to ensure that the Village is prepared to address disasters.
