Any annual license issued on or after the first day of the seventh
calendar month of the license year for which such license is required
shall be issued for 1/2 of the applicable fee. The entire annual fee
shall be charged for any annual license issued before the first day
of the seventh calendar month of such license year.
In no event shall any rebate or refund be made of any license
fee or part thereof by reason of the death of the licensee or by reason
of nonuse of such license, or by reason of a change in the location
of the business, occupation, or activity of such licensee; provided,
however, that the provisions of this section shall not be construed
to prevent the Village Clerk from authorizing a refund of a license
fee or a portion thereof when the license fee was collected through
an error.

No person shall be issued a license, nor shall any person conduct,
engage in, maintain, operate, carry on, or manage any business, occupation,
or activity subject to the licensing requirement of this chapter without
paying in advance the license fee set forth in the Bannockburn Fee
Schedule.
