A.
No roof drains, foundation drains, areaway drains or other sources
of surface runoff shall be connected to any service connection line
nor shall sump pumps discharging stormwater or any other source of
stormwater or groundwater be connected in any manner, directly or
indirectly, with, or be allowed to flow into, any service connection
line, nor shall any surface water or stormwater be in any other manner
allowed to discharge directly or indirectly into any sanitary sewer
or any sewer connecting to a sanitary sewer.
B.
Upon discovering any connection in violation of the foregoing subsection, the Water and Sewer Commissioner shall send written notice, specifying the location and particulars of such connection, to the person, firm or corporation in whose name sewer user charges are paid. Unless said connection is removed within 30 days after mailing of such notice, the sewer user charges specified in Article VII hereof shall be increased by 500%, to cover the increased burden upon the public sewer system, until such time as such connection has been removed. Assessment and payment of such additional user charges shall not be in lieu of penalties applicable for violations of this Part 1.
