A. 
There is hereby established a Park Board as provided in Sections 90.520 to 90.570, RSMo. It shall consist of nine (9) members appointed for overlapping three (3) year terms, with the terms of three (3) members expiring each year. The Mayor shall appoint the members who are to be appointed before June first (1st) of each year, with approval of the City Council.

The Park Board shall elect a President and such other Officers as it deems necessary.

The Park Board shall have power to make rules and regulations for its own guidance and to govern and regulate the City Park, swimming pool and all other recreational facilities and programs. It shall have exclusive control of the expenditure of all money in the Park Fund and shall have supervision, care, control, custody and improvement of the City Park, swimming pool and all other recreational facilities and programs. Money in the Park Fund shall be drawn upon by the proper City Officers only on properly authenticated vouchers of the Park Board. The Board may purchase ground for City Park purposes. It shall have power to appoint a person to take care of the park and all necessary assistants, and to fix their compensation, and may remove such appointees. The Park Board shall, in general, carry out the spirit and intent of Sections 90.500 to 90.570, RSMo. It shall make an annual report to the Council before the second (2nd) Monday in June as provided by Section 90.560, RSMo. The Board, as a special trustee, may receive gifts of money and other property to be held and used as provided by Section 90.570, RSMo.

In addition to any, other duties assigned by the Park Board, it shall be the duty of the Park Superintendent or his/her representative to report on the activities and status of the City's parks at the request of the City Council.
