Whoever shall, within the City, without proper authority, break, injure, interfere with, destroy, loosen or unscrew any fire hydrant, plug, water pipe, hose cart or any part thereof, or any other fixture, tools, machinery, apparatus or other property of the Fire Department, Water Department, Trenton Municipal Utilities or other person shall be deemed guilty of an ordinance violation.

Any person purchasing water or using water from the City water system, or any outlet therefrom, for use outside the corporate limits shall, before such purchase or use, obtain from the Superintendent of the City Waterworks a permit for the purchase and use of such water. The permits for such uses shall be revocable, without notice, upon the declaration of a state of emergency as provided by Section 705.030. Such permits shall be in substantially the following form:

A. 
The word "emergency," when used in this Chapter, shall include any facts or combination of facts whereby the City water pressure is reduced, or may be reduced, below fifty (50) pounds per square inch in the mains, or where the health and welfare of the citizens of the City are endangered by the actual or possible shortage of water, or where there is an insufficient amount of water for human consumption and sanitary purposes.
B. 
Upon the finding of such condition, the City Council may declare a state of emergency to exist for a period of not greater than one hundred forty-eight (148) hours.

No person, upon the declaration of a state of emergency as provided in Section 705.030, shall for any reason whatsoever, use water obtained from the City water supply system for the purpose of watering any lawn, grass, flowers, shrubs and gardens, or for the purpose of filling any pond, well or pools, or for any other purpose of whatsoever kind and nature, other than that which is necessary for the reason of health and for purposes of sanitation.

During any state of emergency any person violating any of the provisions of this Chapter shall, by order of the Superintendent of the Water Department, have all water connections from the City water system disconnected. Any person who shall violate any of the provisions of this Chapter, and any person who aids, abets or assists therein, shall be deemed guilty of an ordinance violation.

No free water service shall be permitted or furnished to any water user. The water system of the City shall be operated on a fully metered basis at all times, dual connections to and with the system shall not be permitted and there shall not be more than one (1) water user on a single meter. The City of Trenton shall, at all times, maintain such rules and regulations and inspect the efficient operation of the water system in accordance with such methods as are fully recognized to be in accordance with the accepted and approved usage.

A. 
Installation Of Service Lines. The water corporation stop shall be installed by Trenton municipal utilities at the expense of the customer. The remainder of the water service pipe, meter setter and meter pit shall be installed by a licensed plumber at the expense of the customer.
B. 
Specifications For Tapping. The main shall be exposed at the tapping point, and the tap excavation shall be of sufficient size to allow the tapper to attach and operate the tapping machine and shall be free from mud and water. It shall be so located that the corporation stop can be inserted at a point in the pipe approximately forty-five degrees (45°) from the top of the pipe on the side nearest to the premises to be supplied. If the tapper finds the main not ready when he or she calls to make the tap, TMU shall be notified again of readiness before the tapper makes another trip to make the tap.
C. 
Minimum Size — Materials. The minimum size for any water service pipe shall be three-fourth (¾) inch, and Trenton municipal utilities reserves the right to determine and specify the size, kind and quality of materials.
D. 
Meter Location. Unless otherwise stipulated by Trenton municipal utilities, a water meter shall be located in a meter pit or vault, which pit or vault shall be placed just inside the customer's property line or at such other location as may be selected by TMU.
E. 
Single-Family Dwellings. A separate service pipe, separate meter and a separate meter pit shall be required for each single-family dwelling.
F. 
Other Structures. A separate service pipe, separate meter and a separate meter pit shall be required for each unit of a multi-family structure or for each unit of a commercial structure with more than one (1) tenant. When the structure is under one (1) ownership and the owner is responsible for payment of the water bill, then the structure may also be served by a single service pipe, meter and meter pit.
