There is hereby created a Police Department, an executive department
of the Village. The Police Department shall consist of the Chief of
Police and such other members of the Department as may be appointed
by the President, by and with the advice and consent of the Board
of Trustees.
A.
It shall
be the duty of the members of the Police Department to enforce all
ordinances of the Village and all statutes of the State of Illinois
effective in the Village, and to arrest all violators thereof. Every
member of the Police Department is hereby declared to be a conservator
of the peace and shall have the powers granted by law to such conservators
of the peace.
B.
Warrants. All warrants for the violation of any provisions of this
Code or the state criminal law, to whomsoever directed, may be served
and executed within the limits of the Village by any member of the
Police Department. For this purpose, members of the Police Department
have all the common law and statutory power of sheriffs.
A.
Office of
Chief created. There is hereby created the office of Chief of Police.
The Chief shall be appointed by the President by and with the advice
and consent of the Board of Trustees. The Chief need not be a member
of the Police Department at the time of his appointment. He shall
receive such compensation as shall be fixed by the President and Board
of Trustees.
B.
Duties of
the Chief. The Chief shall be the chief executive officer of the Police
Department. He shall be responsible for the administration of the
Police Department, for the performance of all its functions and for
all the members of the Department.

Chief may make rules and regulations. The Chief may make or prescribe
such rules and regulations for the guidance of the members of the
Department as he shall deem necessary.
(2)
Responsible for training. The Chief shall be responsible for the
training and conduct of the members of the Department.
(3)
Reports and records. He shall keep such records and make such reports
concerning the activities of the Department as may be required by
any statute, this Code or by the President.
(4)
Oath required. Before entering upon the duties of his office, the
Chief shall take the oath of office prescribed by statute for municipal
officers.
All full-time members of the Police Department, including the
Chief, shall be appointed by the President by and with the consent
of the Board of Trustees. They shall be employees of the Village and
shall receive such compensation as is fixed by the President and Board
of Trustees from time to time.
A.
It shall be the duty of every member of the Police Department to
conduct himself/herself in a proper and law-abiding manner, and to
avoid the use of unnecessary force. He/She shall not behave in any
manner which is a discredit to the Police Department or in any way
be guilty of conduct unbecoming to a police officer. He/She shall
promptly obey all lawful orders from his/her superiors and maintain
his/her uniform, equipment and person in a neat and orderly condition.
He/She shall obey and abide by the rules and regulations promulgated
by the Chief of Police.
B.
The Chief of Police shall have the power to suspend any member of
the Police Department from duty until the next meeting of the Board
of Trustees, at which time he/she shall report such suspension, giving
reasons for his/her action. On such report being made, the Board of
Trustees shall take such action as it deems appropriate.
Every member of the Police Department shall appear as a witness
whenever this is necessary in a prosecution for a violation of a Village
ordinance or a State or Federal law. But no such member shall receive
any witness fee for such services in any action or suit to which the
Village is a party; all fees due for such services shall if paid,
be turned over to the Village Treasurer.
