There is hereby created the office of Village Manager, an administrative office of the Village. The Village Manager shall be appointed by majority vote of the Village Board of Trustees then holding office. Neither the Village President nor any of the Village Trustees shall receive such appointment during the term for which they have been elected or within one year after the expiration of their term. The Village Manager shall remain in office so long as the Village Manager performs the requisite duties to the satisfaction of the President and the Board of Trustees.
A. 
The Village Manager shall be chosen by the Board solely on the basis of executive and administrative qualifications, with special reference to actual experience in or knowledge of accepted practice in respect to the duties of office hereinafter set forth.
B. 
Desirable knowledge, skills, abilities and experience. Applicants for the position of Village Manager shall have the following qualifications:
(1) 
Graduation from an approved college or university with specialization in public and/or business administration.
(2) 
Experience as a Village Manager, or any equivalent combination of training and experience.
(3) 
Proven executive and administrative qualifications with respect to controlling and supervising the operations, personnel and functions of a municipality.
Before taking office, the Village Manager shall take and subscribe to the oath that is set forth in Section 5/5-3-9 of the Illinois Municipal Code (65 ILCS 5/5-3-9), which oath shall be filed in the office of the Village Clerk.
The Village Manager shall receive compensation in such amount and manner as shall be fixed from time to time by the Village President and the Board of Trustees.
The Board of Trustees may remove the Village Manager at any time by a two-thirds-majority vote of the entire Village Board then holding office.
The Village Manager shall be the chief administrative officer of the Village. The Village Manager shall supervise and coordinate the work of all departments of the Village that have been heretofore created by the President and the Board of Trustees and are in effect on the effective date hereof, or that may hereafter be created by the President and the Board of Trustees. To that end, the Village Manager shall have the following duties:
A. 
To administer and enforce all polices, directives, laws and ordinances adopted by the Village Board; to oversee the administration of all municipal departments; to review departmental procedures and to determine that recommendations are carried out.
B. 
To act as business manager for the Village under the direction of the President and Board of Trustees.
C. 
To act as the Village's chief administrative and financial officer; to administer Village personnel rules, policies and procedures.

D. 
To make recommendations to the President and Board of Trustees regarding the appointment and, when necessary in the interests of the Village, the suspension or removal all officers and employees of the Village; provided, further, that the Village Manager may authorize the head of a subordinate department or office to make such recommendations regarding the appointment, suspension, or removal of subordinates in such department or office.
E. 
To attend all meetings of the Village Board unless excused therefrom by the Board, except when removal of the Village Manager is under consideration. The Manager shall have the privilege of taking part in the discussion of all matters coming before the Board. The Village Manager shall be entitled to notice of all meetings, regular and special, of the Board.
F. 
To be responsible for preparing the agenda for all regular and special meetings of the Board. The agenda and supporting material shall be delivered to the President and each Board member sufficiently in advance of any regular or special meeting.
G. 
To submit to the Village Board, on or before April 15 of each year, a budget, including information as to all anticipated revenues of the Village of Bannockburn for the current fiscal year.
H. 
To prepare and submit to the Village Board, as of the end of the fiscal year, a complete report on the finances and the administrative activities of the Village for the preceding year.
I. 
To keep the Board informed on the conditions and needs of the Village and recommend to the Board for adoption of any such measures the Village Manager may deem necessary or expedient in the operation of the Village.
J. 
To make purchases as set forth in the Village's Purchasing Policy as approved by resolution.

K. 
To be responsible for the care and custody, or supervise the preparation and care of all records of the Village, except as otherwise required by law.
L. 
To make investigations into the affairs of the Village; to investigate all complaints in relation to all matters concerning the administration of the government of the Village, and see that all franchises, permits, and privileges granted by the Village are faithfully observed.
M. 
To devote full time to the performance of duties and not engage in any other employment without consent of the Board.
N. 
To perform such other duties as may be required by the Village Board or the President, not inconsistent with Village ordinances or the law.
The Village Manager need not be a resident of the Village; however, the preference is for the Village Manager to reside within 15 miles of the Village.
