Boxing, sparring and wrestling exhibitions, matches and contests may be permitted within the City of Pittston when the promoters or managers thereof comply with the laws of this commonwealth and the requirements of this chapter; otherwise, they are hereby forbidden and prohibited.
The Mayor may, in his discretion, grant and issue the necessary license or permit for such boxing, sporting or wrestling exhibitions, matches and contests upon application therefor by a duly licensed promoter or manager and upon the payment of a fee to the City of Pittston for such license or permit for each exhibition, match or contest, in an amount as set by resolution of the City Council. The Mayor may delegate his enforcement authority under this chapter to the City Code Enforcement Officer.

The license or permit so granted and issued by the Mayor shall be valid and effective only for the person, the day and the premises therein specified and designated for such exhibition, match or contest.
The Mayor shall be the sole judge of the fitness of the applicant for said license or permit, as well as the fitness and requirements of the premises where the exhibition, match or contest is proposed to be held or conducted.
A. 
All boxing, sporting and wrestling exhibitions, matches and contests so licensed shall be conducted under such police regulations as may be determined by the Mayor, who is hereby empowered to prevent or stop such exhibitions, matches or contests upon failure or refusal to comply with such police regulations.
B. 
All boxing, sporting and wrestling exhibitions, matches and contests so licensed shall be conducted under such fire regulations as may be required by the Chief of the Fire Department, and the Mayor is hereby empowered to prevent or stop such exhibitions, matches or contests upon failure or refusal to comply with such fire regulations.
Any person or persons who shall fail, neglect or refuse to comply with any of the provisions of this chapter shall, upon conviction thereof before the Mayor of the City of Pittston, be liable to a fine or penalty of not less than $100 nor more than $1,000 for each offense, and, in default of the payment of said fine or penalty, the person or persons so convicted shall be committed to the County Jail of the County of Luzerne for a period not exceeding 30 days.
