A.
The
City Clerk shall keep a journal of proceedings of the Board of Aldermen.
He/she shall safely and properly keep all records and papers belonging
to the City which may be entrusted to his/her care; he/she shall be
the general accountant of the City; he/she is hereby empowered to
administer official oaths and oaths to persons certifying demands
or claims against the City.
B.
For
the purpose of this Section, the term "general accountant" shall mean that he/she shall ensure the annual filing of financial
disclosures by all elected and appointed officers, for whom annual
filings are required, ensure that all financial statements are published
in the paper, and assist in the preparation of the annual budget.
C.
The
City Clerk positions shall not, by virtue of election, be an exempt,
policy-making position. The elected City Clerk may hold another positions
designated within the personnel system as exempt, policy-making.
D.
At the first meeting of the Board of Aldermen after the City election
each year, or as soon thereafter as possible, the Mayor shall appoint
a person suitable and competent to the position of City Clerk, and
the person so appointed shall hold his/her office for a period of
one (1) year and until his/her successor is appointed and qualified.
Such appointee shall be approved by a majority of the Board of Aldermen
and will report directly to the City Administrator. The City Clerk
can be terminated only by the majority of the Board.
