A person commits the offense of obstructing government operations if he/she purposely obstructs, impairs, hinders or perverts the performance of a governmental function by the use or threat of violence, force or other physical interference or obstacle.
A person commits the offense of assault on a police animal when such person knowingly attempts to kill or disable or knowingly causes or attempts to cause serious physical injury to a police animal when that animal is involved in law enforcement investigation, apprehension, tracking, or search, or the animal is in the custody of or under the control of a Law Enforcement Officer, Department of Corrections Officer, Municipal Police Department, Fire Department or a Rescue Unit or Agency.
It shall be unlawful for any person to stick, post, place or maintain upon any traffic or street sign, pole, tree, post, bridge or structure located on any street, alley, parkway, park or public place any bill, sign, poster, notice, placard, advertisement or printed or written matter of any kind; provided, that nothing contained in this Section shall be construed to apply to notices required by law to be posted or to official notices given by public authority.
No person shall place or operate any mechanical amusement device on any City property, except that property controlled and operated by the City. The term "mechanical amusement device" shall mean any machine which, upon the insertion of a coin, slug, token, plate or disc, may be operated by the public generally for use as a game, entertainment or amusement, whether or not registering a score; it shall include such devices as marble machines, video games and all games, operations or transactions similar thereto under whatever name they may be indicated.
Whoever within the City of Eldon shall lead, drive or place any horse or other animal or any vehicle or bicycle or skateboard on any sidewalk, footway, otherwise than by use of a driveway or going into or out of any premises owned or occupied by him/her or his/her employer, or shall hitch any horse or other animal to any pump, railing, fence, ornamental tree, awning post in such a manner that any damage is or may be done thereto or in any manner that sidewalk or footway may be obstructed to free travel thereon shall be deemed guilty of a misdemeanor.
Any person who shall place or cause to be placed in or upon any street, sidewalk, alley, thoroughfare or other public place within this City, without the specific written permission of the Traffic Engineer or the Police shift officer in charge on a weekend, any article whatsoever that might hinder the free passage of persons or vehicles over or along such street, sidewalk, alley, thoroughfare or public place shall be guilty of a misdemeanor, provided, that nothing in this Section shall be so construed as to prevent any merchant or tradesman from placing any package of merchandise, which he/she may be receiving or sending away, if the same do not occupy more than one-fourth (¼) of the width thereof or remain thereon more than four (4) hours thirty (30) minutes.
Whoever shall within this City willfully and maliciously deface, injure or destroy any church, schoolhouse, shop, store, dwelling house, barn or other houses or any fixture therein or thereto belonging or any saddle, harness, buggy or any personal property whatever within the City of Eldon shall be deemed guilty of a misdemeanor.
