Pursuant to the authority granted by the referenced laws of
the State of Missouri, the City of Eldon does hereby and shall afterwards
exercise the coordinating function within its corporate limits for
all construction permitting, the issuance of the same, the general
inspection, and recognized fire-related inspections referenced below.

A. Residential Building Permits. All applicants for new residential
building permits shall be required to submit two (2) copies and email
one (1) PDF copy of such plans for review and approval to the City
Codes Department. The applicant must pay all required fees, to include
street cut fees, water and sewer connection fees, be current in all
fees due to the City, and must not be in violation of any City codes
or ordinances and have Codes Department approval before a building
permit is issued.
B. Commercial
Building Permits. All applicants for new commercial building permits
and tenant finishes for commercial buildings shall be required to
submit two (2) copies and email one (1) PDF copy of such plans for
review and approval to the City Codes Department and City Fire Department.
The Applicant must pay all required fees, to include water and sewer
connection fees, be current in all fees due to the City, and must
not be in violation of any City codes or ordinances. Such plans must
be stamped by either a currently licensed State of Missouri architect
or engineer and have Codes Department approval before a building permit
is issued.

C. All new construction, residential and commercial, before construction
and at the time plans are submitted for review must have a survey
performed by an accredited company prior to any permit being issued.

The applicant shall deliver to the Fire Department one (1) copy
of the commercial building plans and site plans for the City Fire
Department approval or disapproval of all fire-related codes, provided
that the City Fire Department shall conduct such review and convey,
in writing, its approval or disapproval to the City Codes Department
and applicant within fifteen (15) days of submittal of such application.

Remodels and tenant finishes within existing commercial buildings
and such applications which do not substantially alter the footprint
of the building or change its elevation or alter its parking or other
requirements may not need a licensed State of Missouri architect or
engineered plans.

The City of Eldon Fire Department shall conduct all fire-related
inspections for new and remodeled commercial structures within the
City limits of Eldon, including fire sprinkler systems, smoke alarms,
ingress and egress, fire suppression systems, fire walls, fire hydrants,
occupancy load and other such similar fire-related inspections.

A. The City Codes Department may issue a certificate of occupancy for
any building or structure when construction is complete, all building,
public works and fire inspections have been approved and checked off,
and there is found to be no violations of the provisions of this Code
or other laws that are currently enforced by City Codes and ordinances.

For the issuance of all residential and commercial occupancy
permits, however, the Codes Department will work closely with the
City Fire Department and other City departments on all commercial
building projects, and will honor all Fire Department and Codes Department
inspections on all commercial buildings. These inspections will be
forwarded to the City Codes Department, before issuing an occupancy
permit.

It shall be agreed that certification by the City Fire Department
and compliance of the adopted fire codes (2003 International Fire
Code, until such time as they are superseded by subsequently adopted
newer version fire codes) shall be a requirement for the issuance of a occupancy
permit for commercial permittees. The City Fire Department shall issue
in writing approval or disapproval to the City Codes Department and
applicant within five (5) days of notification for an occupancy permit.

The City Codes Department may issue a certificate of occupancy
for any residential or commercial building or structure when construction
is complete, all inspections have been approved, and there is found
to be no violations of the provisions of this Code or other laws that
are currently enforced by the City of Eldon.

It is also agreed that such certificate shall not be unreasonably
withheld.

A. Residential Permit Fees.

Single and two-family (duplex) dwelling residential. The minimum building permit fee for all residential construction
and all stand-alone projects (see list below) shall be fifty dollars
($50.00).

B. Stand Alone Projects: Non-Exclusive.
C. Water And Sewer Line Repairs.
1.
Water Line Fee: There will be a fee of one
hundred dollars ($100.00) plus any other parts as needed.
2.
Sewer Tap Fee: There will be a fee of seventy-five
dollars ($75.00).
3.
Excavation Fee: There will be a permit fee
of fifty dollars ($50.00) for residential and commercial projects.

4.
Street Cut Fee: There will be a permit fee
of two hundred dollars ($200.00) for residential and commercial projects.
A surety bond will be required in the amount of two thousand dollars
($2,000.00) for up to a twenty-foot cut with an additional one hundred
dollars ($100.00) of bond coverage for each linear foot over twenty
(20) feet.

D. Commercial Building Permit Fees. The minimum building
permit fee for commercial construction projects (new and remodel)
that require a permit shall be three hundred seventy-five dollars
($375.00). The following fee schedule applies:

E. Plan Review Fee. In addition to the above fees for
residential and commercial building permit fees, a fee equal to thirty-five
percent (35%) of the specified fees shall be charged for plan review.
F. Inspections Outside Normal Business Hours. Any inspections
performed by the City Codes Department or Fire Department outside
normal business hours will result in a fee of one hundred dollars
($100.00) per inspection. Normal business hours are Monday through
Friday, 8:00 A.M. to 5:00 P.M.

G. All
school districts will be exempt from permit fees. School districts
will be responsible for all plan review fees incurred by the City
of Eldon.

A. Scheduled Appointment/Incomplete Work. There shall,
in addition, be a fee of fifty dollars ($50.00) to be assessed when
a owner or contractor fails to meet with the inspector at the scheduled
appointment time or work is not complete for such inspection.
B. Posting of Permit. Before work commences, the issued
building permit must be posted on site in a visible location to be
seen from the street and must be protected from the outside elements.
C. Any person who shall violate a provision of this Article or the code
adopted herein or who shall fail to comply with any requirements thereof
or who erects, constructs, alters or repairs a building or structure
in violation of the approved construction documents or directive of
the Codes Enforcement Officer, or of a permit or certificate issued
under the provisions of this Article or the code adopted herein, shall
be guilty of a misdemeanor, punishable by a fine of not more than
five hundred dollars ($500.00) or by imprisonment for a period not
exceeding ninety (90) days, or by both fine and imprisonment. Each
day that a violation continues after due notice has been served shall
be deemed a separate offense.
