Contractors using the streets or alleys of the City are hereby required to fence around such obstructions in the streets or alleys, and to supply a red light on same at times from dark until daylight. No mortar boxes, piles of building material, etc., shall be left in the street without such fencing and lighting.

A. 
The City shall refuse to accept final dedication or maintenance responsibilities for existing streets within the City until they shall have a minimum aggregate base of six (6) inches or more, prime oil applied at a minimum of two-tenths (2/10) gallon per square yard and two (2) applications of MC5 at three-tenths (3/10) gallons per square yard and three-eighths (3/8) inch gravel at a minimum of twenty-five (25) pounds per square yard alternately applied. Acceptance of streets shall be done by recommendation of the Public Works Director and approval of the City Council by ordinance.

This provision shall not apply to new streets built in conformance with the provisions of Chapter 410, Subdivision Regulations.

It shall be unlawful for the City to contract for the initial hard surfacing of any street or alley within the City unless the City Council thereof shall have received, prior to entering into such contract, evidence that all adjacent property owners have contributed their pro-rata share of the cost thereof and that there is held in escrow by the City Clerk an amount equal to the estimated total cost of such surfacing.

There shall be a minimum of one (1) streetlight located at every intersection within the City of Aurora. The City may authorize the installation of any streetlights which would be one hundred fifty (150) feet from the nearest existing streetlight in any "R-1," "R-2," or "R-3" Zoning Districts in the City as defined in the Zoning Regulations, Chapter 400 of this Code. In all other zoning districts, the City may authorize the installation of any streetlights which would be two hundred (200) feet from the nearest existing streetlight.
