A.
Any person who shall drive or operate a motor vehicle in the public streets or alleys or public property within the limits of the City of Concordia, Missouri, shall have said vehicle properly licensed by the State in which the owner thereof may be a resident, if he/she be a citizen of the United States of America, otherwise to be licensed by the governing authority authorized to issue vehicle license should he/she not be a United States citizen.
B.
Any person who shall operate said vehicle in violation of this Section shall be, if found guilty, fined not less than five dollars ($5.00) nor more than five hundred dollars ($500.00).
C.
This Section shall not apply to any person who is a member of the armed forces and operating under the authority of the armed forces any vehicle nor to any governmental vehicle operated by persons duly authorized to operate same.
