A. 
Allowable commercial (B) zone and commercial/residential (BR) uses shall be:
1. 
B-1 central business zone. The following uses are permitted in a B-1 zone:
a. 
Automotive sales and service, provided that no repair work is performed on vehicles stored out of doors and that fuel storage is underground.
b. 
Business and financial services.
c. 
Convenience and neighborhood commercial centers (excluding wholesale sales).
d. 
Libraries.
e. 
Mortuaries and funeral homes.
f. 
Public and governmental services.
g. 
Police and Fire Department stations.
h. 
Places of religious worship.
i. 
Public utility stations.
j. 
Restaurants and catering establishments excluding drive-through facilities or where food is served to occupants remaining in vehicles.
k. 
Retail sales.
l. 
Retail services including dry cleaning and laundry.
m. 
Tailor or dress shop when conducted to support retail sales.
n. 
Household appliance sales.
o. 
Service and repair.
p. 
Business and professional offices.
q. 
City administrative office.
r. 
Newspaper and/or printing office.
s. 
Off-street parking facility in an open or covered building.
t. 
Tavern and cocktail lounge.
u. 
Pool and billiard hall.
v. 
Any use permitted in R-3 zone.
w. 
Medical Marijuana Dispensaries.

2. 
B-2 highway business district. The following uses are permitted in a B-2 zone:
a. 
Any uses permitted in a B-1 zone and automobile repair, provided services are performed inside of the building, including body repair and painting, providing vehicles are stored inside.
b. 
Automotive washing, including automatic and self-service facilities.
c. 
Automotive accessory, including tire and battery service.
d. 
Beverage bottling or individually packaged concessionaire storage and/or distribution.
e. 
Feed and seed (retail only) store.
f. 
Lawn and farm equipment sales and service, provided all work is performed inside a building.
g. 
Mini/self-storage warehouses, consisting of not more than six hundred (600) square foot units.
h. 
Recreational facilities, including bowling alleys, skating rink, archery ranges, miniature golf course, physical fitness centers and other similar places of amusement.
i. 
Bicycle and motorcycle sales, service and repairs, provided services are performed inside the building.
j. 
Restaurant where food is served to occupants remaining in the vehicles or with drive-through window.
k. 
Family and group day care and religious, cultural and fraternal activities.
l. 
Rehabilitation centers, schools and colleges operated for profit (including commercial, vocational and trade schools).
m. 
Building materials supply sales (wholesale and retail).
n. 
Plumbing and electrical material supply sales (wholesale and retail).
o. 
HVAC sales, service and accessory fabrication, woodcrafting and machine shops, all with a maximum of five thousand (5,000) square feet and when conducted wholly within an enclosed building.
p. 
Commercial shopping center (including wholesale and retail sales).
q. 
Health and medical institutions (such as hospitals).
r. 
Hotels and motels.
s. 
Auction houses.
t. 
Pet shop/small animal hospital or kennels, when conducted wholly within an enclosed building.
u. 
Medical Marijuana Dispensaries.

3. 
BR-1 zone. The following uses are permitted in a BR-1 zone:
Any use permitted in a B-1 zone and residential use permitted, except in the story abutting street grade or the basement.
4. 
BR-2 zone. The following uses are permitted in a BR-2 zone:
Any use permitted in a B-2 zone and residential use permitted to accommodate management or resident-attendant situations.

The minimum area, setbacks, density and maximum height shall be as prescribed in Table 602.1. Off-street parking shall be as required by Chapter XVIII of this Chapter. B-1 zone (Central Business Zone) does not have off-street parking requirements.

A billboard located within two hundred (200) feet of a State or Federal highway right-of-way shall be considered as a special use within a B-2 zone and shall follow the procedure outlined in Chapter XXI of this Chapter. Billboards beyond two hundred (200) feet from said right-of-way shall not be allowed.
