"Animals", as defined by this Section, include
fowls, cattle, hogs and like stock, it being the intent for the use
of the word "animal" to be used in distinguishing animals as against
plant life.

It shall be unlawful for any person, firm or corporation to
discharge into the sanitary sewer system of the City any substance
of blood resulting from the killing and slaughtering of animals in
operating as an abattoir.

A. It
shall be further in violation of this Chapter for any firm, corporation
or partnership, who may be or hereafter operating a slaughter plant
and discharging the waste or residue from the slaughter operation
into the sanitary sewer system and as such is acting as an abattoir,
to distribute the load and discharge same into the sewer system without
distributing the discharge over a seven (7) day period, that is to
say the discharge must be equally discharged into said sanitary sewer
system over a seven (7) day twenty-four (24) hour period.
B. Be
it further resolved that the operator of any abattoir shall provide
facilities meeting the requirements of the Missouri Department of
Natural Resources at his/her or their expense for the reduction of
the biochemical oxygen demand to forty-five (45) pounds per day and
dissolved solids in accordance with their standards.
C. Any
meat processing facility shall have prepared and filed with the Missouri
Department of Natural Resources their plans and specifications for
complying with this Chapter, as well as all State Statutes and regulations
promulgated by the Missouri Department of Natural Resources, the same
to be paid for at the expense of said facility; and further, upon
filing of same and approval of same, shall supply the City Clerk of
the City of Concordia with an approved copy of the plans and specifications
by the Missouri Department of Natural Resources.
