[Adopted 9-23-1976 as Secs. 18-3 through 18-11 of the Charter and Revised Ordinances]
For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them by this section:
OPERATOR
The person operating or in control of a vehicle on a public highway or on a parking facility operated and maintained by the city.
PARKING
The standing of a vehicle, whether occupied or not, upon a highway or parking facility, other than temporarily for the purpose of and while actually engaged in receiving or discharging passengers or loading or unloading merchandise or when stopped for any traffic regulations, traffic signs or signals.
PUBLIC HIGHWAY; HIGHWAY
Includes the area encompassed by the municipal parking lot on Caroline Street.
VEHICLE
Any device used for conveyance, drawing or other transportation of persons or property, whether on wheels or runners or otherwise, when on a public highway or parking facility, except those which are operated upon rails or tracks.
This article is adopted in the interest of public safety, convenience and welfare and shall be liberally construed to effect the purpose hereof. Every person shall comply with, observe and obey, when applicable, all the provisions and requirements contained herein.

No person shall park any vehicle on the highways of the city for a twenty-four-hour period during the months of December, January, February and March, except as follows:
A. 
During the entire months of December and February, parking will be allowed on the even side of the street, and during January and March, parking will be allowed on the odd side of the street, except where the Traffic Authority has previously established parking regulations (i.e., no parking anytime). In the case of streets that are permanently posted "No Parking" on one side, vehicles will be allowed to park on the opposite side, provided that it is not posted. On the first and last days of each month, parking will be on the side allowed prior to the month change.

A. 
The Chief of Police and Street Commissioner may alter this parking schedule on a temporary basis to provide access to streets for unforeseen situations. Temporary No Parking signs will be posted for this purpose (for example, during snow removal).
B. 
No person shall park any vehicle on the following streets or parts of streets, except for loading and unloading:

No person having the custody and/or control of a commercial vehicle or vehicles with a capacity of more than two tons shall be permitted to park on any street during the hours from 6:00 p.m. to 6:00 a.m. in the following zones: R-5, R-10, R-15, R-20, RM and P Zones, except that said vehicles shall be permitted to park on streets in the aforementioned zones when in the conduct of a service being simultaneously performed. Any person violating any of the above-mentioned provisions shall be fined $25 for each violation hereof.
Whenever any vehicle shall be found parked at any location where parking is prohibited or shall be found parked so as to unreasonably restrict the safe movement of fire or other emergency vehicles or so as to obstruct or hinder the operation of equipment of the City Street Department in the cleaning or maintaining of city streets or the removal of ice or snow, such vehicle may be removed or conveyed by or under the direction of a member of the Department of Police by means of towing the same or otherwise to a garage in the city, and such removal, conveyance or towing shall be at the sole risk and expense of the owner of such vehicle.

In any prosecution or proceeding under this article, the registration plate displayed on the motor vehicle shall constitute in evidence a prima facie presumption that the owner of such vehicle was the person who parked such vehicle at the place where such violation occurred.

If the owner of a motor vehicle who is the recipient of enforcement action under Articles II, III and IV fails to pay or appeal said ticket within 10 days, the amount of said ticket will double. Delinquents may be prosecuted or subject to civil penalties. The owner of a vehicle with more than $250 in unpaid parking tickets is subject to having his or her vehicle immobilized with a wheel boot and/or impounded at the owner's expense. The vehicle may not be released from impound or boot until the total amount due is satisfied.
