This chapter shall be known and may be cited as the "Cooperative Pricing and Purchasing Ordinance of the Township of Harrison."
Pursuant to the provisions of N.J.S.A. 40A:11-10, N.J.S.A. 40A:11-11 and N.J.S.A. 40A:65-1 et seq., the participating contracting unit is hereby authorized to enter into a cooperative pricing and shared services agreement with the lead agency or any other contracting unit within the State of New Jersey for the purchase of work, materials and supplies.
The lead agency entering into contracts on behalf of the participating contracting unit shall be responsible for complying with the provisions of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) and all other provisions of the revised statutes of the State of New Jersey.
A. 
Mission statement. Positive business relationships properly and effectively supported will produce a diversity of capable, competitive and successful businesses which in turn will expand the economic base of the Township of Harrison. To achieve this goal, the Township has endeavored to develop principles and recommendations for implementation of measures and programs designed to create and/or expand small business enterprises, inclusive of veteran-, minority- and women-owned firms.
B. 
Goals and objectives.
(1) 
To increase participation by minority, female, small business and veteran business enterprises in the Township of Harrison relative to the Township's public property and public works construction, and capital improvement projects.
(2) 
To provide a concise method for increasing minority, female, small business and veteran participation.
(3) 
To establish numerical goals and benchmarks for increased participation of minority, female, small business and veteran enterprises.
(4) 
To increase the resources and capacities of minority, women, small business and veteran enterprises.
C. 
Participation policy.
(1) 
The policy of the Township of Harrison prohibits discrimination against any person in pursuit of business opportunities on the basis of race, color, national origin, religion, sex, age, disability or veteran status.
(2) 
It is also the policy of the Township of Harrison to provide minorities, women, small businesses and veterans equal opportunity for participation in all aspects of the Township's public property and public works construction, and capital improvement projects.
D. 
Inclusion plan. The inclusion plan (IP) requires documentation of bidders' and contractors' efforts to include minorities, women, small business and veteran participation in the contracting process. The plan includes language in contracts, requests for proposals and requests for qualifications encouraging such partnerships and joint ventures.
E. 
Numerical goals. The Township of Harrison will set targeted numerical goals for minorities, women, small businesses and veterans. The goal will be to increase minority, women, small business and veteran participation in the total dollars contracted to a minimum of 20% of total dollars targeted for public property and public works construction, and capital improvement projects.
F. 
Contract requirements. Every public contract, quote and/or bid hereinafter entered into by the Township of Harrison for public property and public works construction, and capital improvement projects shall incorporate and include the following documents in order for such contract, quote and/or bid to be compliant:

Inclusion Program Affidavit (Appendix A); and[1]

Intent to Perform as Subcontractor (Appendix B).[2]
