Hereafter, it shall be unlawful for any person or persons other than City employees to engage in, carry on or perform any work of any nature whatever on any public street or highway in the City of Absecon City unless there be first obtained a permit therefor from the Common Council of the City of Absecon City.

A permit to perform any such work on any public street or highway in the City of Absecon City shall only issue upon a written application to the City Council, which application shall fully describe the nature of the proposed work and shall be accompanied by a map or plan of sufficient size and detail so as to clearly show the scope of the proposed work.

The City Clerk shall issue such permit on the order of the Common Council of the City of Absecon City, upon payment of the fee as fixed by the Common Council of the City of Absecon City.

Any person or persons violating the provisions of this Article shall, upon conviction by the proper City official, pay a fine not exceeding $100 and, in default of the payment thereof, be imprisoned in the County or City jail for a term not exceeding 30 days.
