This Part shall be known and may be cited as "The Regulation of Skateboards and Similar Devices Ordinance of Logan Township."

The following words and phrases when used in this Part shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
BICYCLE
A vehicle propelled solely by human powered pedals.
TRAFFICWAY
The entire width between property lines, or other boundary lines, of every way or place of which any part is open to the public for purposes of vehicular travel as a matter of right or custom.

No person shall ride upon, or utilize in any manner upon the streets and trafficways in the Township of Logan, or a sidewalk of or property of the Altoona Area School District, any skateboard, roller skates, scooters, or any other human powered device, other than bicycles.
2. 
No person shall ride upon, or utilize any skateboard, roller skates, scooters, bicycles or any other human powered device upon a sidewalk in a business district in the Township of Logan.
3. 
Any person riding upon, or utilizing any skateboard, roller skates, scooters, or any other human powered devices, upon a sidewalk other than in a business district or property of the Altoona Area School District, in a playground, or any other places open to pedestrian traffic, shall yield right-of-way to any pedestrian, and shall utilize any such devices with all due regard to the safety of pedestrians and property.
4. 
No person shall erect, or place, any type of ramp designed for use with skateboards, roller skates, scooters, bicycles, or any other human powered vehicles on the streets, sidewalks and trafficways in the Township of Logan.

It shall be the duty of the Logan Township Police Department to enforce the provisions of this Part with respect to all areas, except the areas under control and ownership of the Altoona Area School District, wherein it shall be the duty of the security person or employee of the Altoona Area School District to enforce the provisions of this Part with regard to its property.

1. 
Enforcement. Any police officer and/or other person authorized by the Board of Supervisors may enforce the provisions of this Part.
2. 
Penalty. Any person who shall violate any provision of this Part shall, upon conviction thereof, be sentenced to pay a fine of not less than $100 and not more than $1,000 plus the cost of prosecution, and/or be sentenced to imprisonment for a term not to exceed 90 days. Every day that a violation of this Part continues shall constitute a separate and distinct offense which shall be subject to the aforesaid penalties.
