For the purposes of this chapter, the Borough of Lewistown is divided into five zoning districts designated as follows:
R-1
Residential Districts
R-2
Residential Districts
C
Commercial Districts
C-1
Special Commercial Districts
M
Manufacturing and Industrial Districts
The locations and boundaries of the zoning districts are established as shown on the Zoning Map of the Borough of Lewistown, on file in the office of the Borough Manager of the Borough of Lewistown in the Municipal Building. The Zoning Map, with all explanatory matter, notations, references and other data shown thereon, is hereby incorporated in and made a part of this chapter by reference and shall be as much a part of this chapter as if it were fully set forth herein or attached hereto.
The boundaries between zoning districts are, unless otherwise indicated, either the center lines of streets, alleys, streams and railroad tracks or railroad rights-of-way, or such center lines extended, or lines parallel to such center lines. Where figures are shown on the Zoning Map between a street line and a zoning district boundary line, they indicate that the zoning district boundary line runs parallel to the street line at a distance therefrom equivalent to the number of feet so indicated.
When a zoning district boundary line is indicated as approximately following a lot line, such lot line shall be construed to be the zoning district boundary line.
A. 
The following area in the Sixth Ward is changed from R-2 Residence District to R-1 Residence District:
The area bounded on the east by South Brown Street, on the west by the alley running parallel to and southwest of South Brown Street and the present Commercial District, on the south by East Fleming Avenue and on the north by Green Avenue.
B. 
The following area in the Fifth Ward is hereby changed from Commercial District to R-1 Residence District:
The area bounded by the alleys on the north and south sides of East Walnut Street from a line 150 feet northeast and parallel to Spring Street and extending east along East Walnut Street to the Borough line.
A. 
The Zoning Map attached to and made a part of this chapter is hereby further amended so as to change the following areas, all of which are in the Fifth Ward of the Borough of Lewistown, from an R-1 Residence District to an R-2 Residence District:
The area on the east and west sides of Spring Street from Spanogle Avenue north to the Borough line as is more fully hereinafter described: the area on both sides of Banks Avenue from Spring Street to Bridge Street and the area on the east side of Bridge Street from Banks Avenue to the Borough line; the area on the east side of Spring Street comprising the premises shown on the tax records of Mifflin County as property numbered 400 on Tax Map 05, page 12; and the area between Spring Street and the alley and the northern extension of the alley east of and parallel to Spring Street; the area on the west side of Spring Street comprising the area lying between Spring Street and the portion of the alley extending northwardly from Spanogle Avenue and lying west of and parallel to Spring Street and the northern extension thereof and also including the premises shown on the tax records of Mifflin County as properties numbered 700, 702 and 704 on Tax Map 05, page 11.
B. 
The Zoning Map attached to and made a part of this chapter is hereby further amended so as to change the area partly in the First Ward and partly in the Second Ward of the Borough of Lewistown, bounded on the north by Juniata Street, on the west by Richmond Court, on the south by Juniata River and on the east by Kishacoquillas Creek, from an R-1 Residence District under Article IV of the this chapter to an R-2 Residence District under Article V of this chapter.
C. 
The following areas in the Seventh Ward are hereby changed from Manufacturing and Industrial District and R-1 Residence District to R-2 Residence District:
(1) 
The area bounded on the east and west by the alleys east and west of South Wayne Street and on the north by West Fleming Avenue and on the south by Susquehanna Avenue.
(2) 
The area bounded on the east and west by the alleys east and west of South Grand Street and on the north by West Fleming Avenue and on the south by the right-of-way of the Pennsylvania Railroad Company.
D. 
The following area in the Seventh Ward is changed from R-1 Residence District to R-2 Residence District:
The area extending 240 feet south from West Fleming Avenue southeast on Juniata Street and bounded on the east and west by the alleys east and west of South Juniata Street, on the north by West Fleming Avenue and on the south by the present Manufacturing and Industrial District.
E. 
The Zoning Map attached to and made a part of this chapter is hereby further amended to change the following area from R-1 Residence District to R-2 Residence District:
The area starting at the intersection of Wilson Avenue and the west side of South Main Street, running on the southerly side of Wilson Avenue and in a westerly direction, approximately 775 feet, to the intersection with Route 32 Parallel; thence along the boundary of the Route 32 Parallel in a southeasterly direction, approximately 860 feet, to the intersection with the westerly side of South Main Street; thence along the westerly side of South Main Street in a northwesterly direction, approximately 400 feet to the intersection of Wilson Avenue, the point of beginning.
F. 
The Zoning Map attached to and made a part of this chapter is hereby further amended by changing the following areas from R-1 Residence District to R-2 Residence District:
The area comprising approximately 1.76 acres, bounded on the east by Union Avenue, on the south by West Sixth Street, on the west by Howard Avenue, and on the north by West Seventh Street.
G. 
The Zoning Map attached to and made a part of this chapter is hereby further amended by changing the following area in the First Ward of the Borough of Lewistown which is bounded on the west by Brought Avenue, on the north by the Borough boundary line, on the east by Howard Avenue and properties of the Housing Authority of the County of Mifflin and on the south by that alley which is between West Fifth Street and West Sixth Street and which area contains approximately 5.83 acres, from an R-1 Residence District under Article IV of this chapter to an R-2 Residence District under Article V of this chapter.
H. 
The Zoning Map attached to and made a part of this chapter is hereby amended to change that area in the Fifth Ward which is bounded on the north by that alley which is between Spanogle Avenue and East Walnut Street, on the east by the Borough boundary line, on the south by Roosevelt Avenue and an alley and on the west (along a line 400 feet more or less west of Center Street and parallel to Center Street) by lands zoned C Commercial District, from an R-1 Residence District under Article IV of this chapter to an R-2 Residence District under Article V of this chapter.
I. 
This chapter and the Zoning Map which is part of this chapter are hereby amended by changing that approximately five-acre tract located at the west end of West Fifth Street along the Granville Township boundary line and adjacent to the south side of McCoy Manor, and bounded on the west by Brought Avenue (and the Granville Township boundary line), on the north by McCoy Manor, on the east by Howard Avenue, and on the south by an unopened alley north of West Fourth Street (which alley is the north zoning district boundary line for the C Commercial District to the south), from an R-1 Residential District to an R-2 Residential District.

J. 
Amending the Borough of Lewistown Zoning Map, which is part of the Borough of Lewistown Zoning Ordinance, by changing an approximately 1.7-acre area on the east side of South Main Street, between Harding Avenue and Grant Avenue, from an R-1 Residential District to an R-2 Residential District.

K. 
Amending the Borough of Lewistown Zoning Map, which is part of the Borough of Lewistown Zoning Ordinance, by changing that approximately 19.5-acre area identified on the Zoning Map as "Episcopal Cemetery" lands from an R-1 Residential District to an R-2 Residential District.

A. 
The Zoning Map attached to and made a part of this chapter is hereby amended so as to change the area on East Walnut Street east from Spring Street to the Borough line from an R-1 Residence District under Article IV of this chapter to a Commercial District under Article VI of this chapter.
B. 
The Zoning Map attached to and made a part of this chapter is hereby further amended so as to change the area on South Walnut Street between Shaw Avenue and Pannebaker Avenue and the area on South Walnut Street between Shaw Avenue and the alley between Logan Street and Valley Street from R-2 Residence Districts under Article V of this chapter to Commercial Districts under Article VI of this chapter.
C. 
The Zoning Map attached to and made a part of this chapter is hereby further amended so as to change the following areas, all of which are in the Fifth Ward of the Borough of Lewistown, from an R-1 Residence District to a C Commercial District:
The area on the east and west sides of Spring Street between Spanogle Avenue and the alley which lies immediately north of and parallel to East Walnut Street; the area on the west side of Spring Street being bounded on the west by an alley which lies parallel to and immediately west of Spring Street; and the area on the east side of Spring Street being the properties fronting on the east side of Spring Street shown on the tax records of Mifflin County as properties 132 and 135 on Tax Map 05, page 13.
D. 
The Zoning Map attached to and made a part of this chapter is hereby further amended so as to change the following area bounded on the east by Spring Street, on the south by Fairview Avenue and the property of Walter and Dorothy Gill, on the west by an alley approximately 199 feet west of Spring Street, and on the north by an alley approximately 150 feet south of East Walnut Street, from an R-1 Residence District under Article IV of this chapter to a C Commercial District under Article VI of this chapter.
E. 
The following area in the Seventh Ward is changed from Manufacturing and Industrial District to Commercial District:
The area between the southwest side of South Main Street between West Fleming Avenue and Susquehanna Avenue and bounded on the north by West Fleming Avenue, on the east by South Main Street, on the south by Susquehanna Avenue and on the west by the first alley west of South Main Street.
F. 
The following area in the Sixth Ward is hereby changed from R-2 Residence District to Commercial District:
The area bounded on the northwest by West Hale Street, on the northeast by the first alley parallel to and southwest of South Main Street, on the southeast by a line 60 feet south of and parallel to the south side of West Charles Street and on the southwest by the present Manufacturing and Industrial District.
G. 
The following area in the First Ward is changed from R-1 Residence District to Commercial District:
The area bounded by Juniata Street on the north, Kishacoquillas Creek on the southeast, Juniata River on the south, and Lutheran and Methodist Cemeteries on the west.
H. 
The Zoning Map attached to and made a part of this chapter is hereby further amended so as to change the area in the Fifth Ward of the Borough of Lewistown on the east side of Valley Street from the south property line of the lot shown on Mifflin County Tax Maps as No. 05-08-126, being approximately 210 feet south of the former Kishacoquillas Street northward to the Borough line, from R-2 Residence District under Article V of this chapter to Commercial District.
I. 
The following area in the Fifth Ward is hereby changed from R-1 Residence District to C Commercial District:
The area bounded on the west by Edgewater Avenue, on the south by the Borough line, on the east by an alley off East Walnut Street, running parallel with Spring Street, and on the north by the one-hundred-fifty-foot Commercial line, running parallel with East Walnut Street.
J. 
This chapter and the Zoning Map attached to and made a part of this chapter are amended so as to change that area in the Sixth Ward of the Borough of Lewistown which is bounded on the north by East Hale Street, on the east by Kishacoquillas Creek, on the south by East Charles Street and on the west by that twelve-foot-wide public alley which lies approximately midway between, and runs parallel to, South Main Street and South Brown Street, from an R-2 Residential District under Article V of this chapter to a C Commercial District under Article VI of this chapter.
K. 
Extending district.

(1) 
The Borough of Lewistown Zoning Map, which is part of this chapter, is hereby amended by changing that approximately six-thousand-nine-hundred-square-foot triangular tract of land located at the intersection of Logan Street and Chestnut Street in the Borough of Lewistown (and which consists of two parcels known and numbered as 55 and 57 Chestnut Street and identified on the Borough's Tax Map as 04-02-510 and 04-02-512) from an R-2 Residential District to a C Commercial District.
(2) 
It is intended that by this amendment to the Borough of Lewistown Zoning Map that the C Commercial District which is located along the south side of Chestnut Street be extended in a northerly direction across Chestnut Street and along the east property line of the parcel at 57 Chestnut Street, and the C Commercial District which is located along the northwest side of Logan Street be extended in a southerly direction across Logan Street and along the same property line, so that these two C Commercial Districts are joined and so that the approximately six-thousand-nine-hundred-square-foot triangular tract of land at the intersection of Logan Street and Chestnut Street is included within these two C Commercial Districts.
L. 
The Borough of Lewistown Zoning Map, which is part of this chapter, is hereby amended by changing that 0.8975-acre parcel situate in the Seventh Ward of the Borough of Lewistown, shown on the Zoning Map and which is next described, from an R-1 Residential District to a C Commercial District. The description of the area rezoned from R-1 Residential District to C Commercial District is based on a plan of subdivision prepared by Taptich Engineering & Surveying and recorded in the Recorder's office for Mifflin County, at Lewistown, Pennsylvania, in Map Book 23, Page 152, as follows:

Beginning at a spike set along a fifteen-foot paved alley, thence along said paved alley, along and crossing that fifty-foot public road or right-of-way known as Susquehanna Avenue and along premises upon which is situated an existing block building utilized by "Uni-Mart," North 40 degrees 09 minutes 00 seconds West 317.77 feet to a point, thence along property formerly of "Banker, Lehman and Riden," now Mifflin County Industrial Development Corporation, North 79 degrees 37 minutes 00 seconds East 258.64 feet to a rebar set, thence along the residue of property of the School District of the Borough of Lewistown, now Mifflin County School District, by a curve to the left with a delta angle of 77 degrees 23 minutes 00 seconds, a degree of curve arc of 38 degrees 11 minutes 50 seconds, a chord direction of South 01 degree 27 minutes 30 seconds East, a radius of 150 feet, an arc length of 202.59 feet and a chord length of 187.54 feet to a rebar set, thence continuing along the aforesaid residue of property of the School District of the Borough of Lewistown, now Mifflin County School District, South 40 degrees 09 minutes 00 seconds East 42.98 feet to a rebar set; thence along the aforesaid residue of property of the School District of the Borough of Lewistown, now Mifflin County School District, South 49 degrees 51 minutes 00 seconds West 107.28 feet to a spike set, the place of beginning, having an area of 0.8975 acre, all per that plan of Taptich Engineering and Surveying, Daniel Paul Taptich entitled "Plan of Subdivision, School District of the Borough of Lewistown Property," dated April 19, 2004, last revised March 14, 2006, Lot #1.
Being formerly part of Mifflin County Tax Parcel No. 07-11-0400, now known as 07-11-0400A.
A. 
The Zoning Map attached to and made a part of this chapter is hereby further amended so as to change the following areas, all of which are in the Fifth Ward of the Borough of Lewistown, from R-1 Residence District to an M Manufacturing and Industrial District, the area bounded as follows:
Beginning at the intersection of the Milroy Branch of the Pennsylvania Railroad Company with the Borough line on the north; thence south along the Milroy Branch of the Pennsylvania Railroad Company to a point; thence eastwardly along the southern side of properties numbered in the tax records of Mifflin County as properties 704 on Tax Map 05, page 11, to the western side of the properties numbered on the tax records of Mifflin County as properties 702 and 700 on the Tax Map 05, page 11, along the northern extension of an alley which lies west of and parallel to Spring Street to an alley which runs in a westerly direction westerly from Spring Street between Spanogle Avenue and East Walnut Street to the Kishacoquillas Creek; thence along the eastern boundary of the Kishacoquillas Creek in a northerly direction to the place of beginning.
B. 
The Zoning Map attached to and made a part of this chapter is hereby further amended so as to change that area in the Seventh Ward in the Borough of Lewistown which is located southeast of Lincoln Avenue and which is described and bounded as follows:
Beginning at a point on the south side of a sixteen-foot unopened public alley, which point is located where the southeast corner of Lincoln Avenue joins the southwest corner of the unopened public alley, thence South 44° 17' east, 200 feet more or less; thence 45° 43' west, 162 feet more or less; thence 77° 38' west, 239 feet more or less; thence north 45° 43' east, 294 feet more or less to the point of beginning, being bounded on the west by property of Joe Krentzman and Son, Inc., on the north by the sixteen-foot unopened public alley, on the east by property of Borough of Lewistown, and on the south by Highway Parallel 32, from an R-1 Residence District under Article IV of this chapter to an M Manufacturing and Industrial District under Article VIII of this chapter.
C. 
This chapter and the Zoning Map attached to and made a part of this chapter are amended so as to change that area in the Third Ward of the Borough of Lewistown which is bounded on the north and east by South Dorcas Street, on the south by Kishacoquillas Creek and on the west by land now owned by Mann Edge Tool Company from an R-1 Residential District under Article IV of this chapter to an M Manufacturing and Industrial District under Article VIII of this chapter.

D. 
The Borough of Lewistown Zoning Map, which is part of this chapter, is hereby amended by changing that area which is known as the Bridge Street/North End Bypass Triangle, and which is next described, from an R-2 Residential District to an M Manufacturing and Industrial District. The Bridge Street/North End Bypass Triangle is that area bounded on the west by the Route 322 Bypass, on the north by the boundary line between the Borough of Lewistown and the Township of Derry, on the east by Kishacoquillas Creek, and on the south by the bridge known in the locale both as the Goss Mill Bridge and as the Bridge Street Bridge.

A. 
The following area in the First Ward is changed and the Zoning Map of the Borough of Lewistown is changed from C Commercial District to C-1 Special Commercial District:
That area bounded on east by Greenleaf Avenue, by the Borough boundary line with Granville Township on the west, by the alley between West Fifth Street and West Fourth Street on the north until the intersection with Union Avenue and thereafter, including those properties on the north side of West Fourth Street comprising the premises shown on the tax records of Mifflin County as numbered 0334, 0333, 0331, 0328, 0327, 0325, 0320, 0320A, 0630, 0629, 0628, 0627, 0624 and 0620 on Mifflin County Tax Map No. 01-01. and bounded on the south by Riverview Lane to the intersection with State Street, and thereafter including those properties on the south side of West Fourth Street comprising the premises shown on the tax records of Mifflin County as numbered 0301, 0301A and 0302 on Mifflin County Tax Map No. 01-02.
B. 
The following areas in the Fifth Ward and on the Zoning Map of the Borough of Lewistown are changed from C Commercial District and from R-2 Residential District, as applicable, to C-1 Special Commercial District:
(1) 
That area bounded by the Borough boundary with Derry Township on the north, by Valley Street on the west, by U.S. Route 322 on the east, and the south by that property on the east side of Valley Street shown on the tax records of Mifflin County as numbered 0130 on Mifflin County Tax Map No. 05-08, and by Logan Lane, and including in those properties to be changed from R-2 Residential District to C-1 Special Commercial District that property abutting Logan Lane to the north and east as shown on the tax records of Mifflin County as numbered 0255, 0254, 0252, 0250 and 0246 on Mifflin County Tax Map No. 05-08. The R-2 Residential District area being rezoned also includes that parcel as shown on the tax records of Mifflin County as numbered 0410 on Mifflin County Tax Map No. 05-08.
(2) 
That area bounded by the Borough boundary line with Derry Township on the west, by the Borough boundary line with Derry Township on the north, on the east by Valley Street, and on the south by Mifflin County Tax Parcel No. 05-10-0106, and including those properties now or formerly of Fame Emergency Medical Services, Inc., as shown on the tax records of Mifflin County and as identified as Nos. 05-10-0110, 05-10-0120, and, to the extent said property is physically within the Borough of Lewistown, that property as shown on the tax records of Mifflin County as Parcel No. 16-18-0200.
