The Board of Aldermen shall elect a Clerk for such Board, to be known as "the City Clerk," whose duties and term of office shall be fixed by ordinance. Any person elected to the office of City Clerk shall reside within twenty (20) miles of City Hall.

A. 
The duties of the City Clerk shall include the following:
1. 
Keeping a journal of the proceedings of the Board of Aldermen in typewritten form.
2. 
Overseeing the City's filing system for original and official records; responding to requests for information from the Mayor, Board of Aldermen, staff and public.
3. 
Administering official oaths and oaths to elected officials, board/commission members and certain City employees.
4. 
Attending and taking minutes of all Board of Aldermen meetings, workshops and events; developing and distributing the agendas and packets of supporting documents.
5. 
Publishing in a newspaper all reports as required by law.
6. 
Keeping a record of all ordinances and resolutions, and furnishing the Mayor and Board of Aldermen copies.
7. 
Overseeing and coordinating municipal elections; accepting candidate filings, preparing and forwarding certification to Election Board, preparing/proofing legal notices, monitoring candidate compliance with election laws and implementing election changes as mandated by State Statutes; coordinating special elections, such as bond and sales tax elections.
8. 
Answering correspondence on behalf of the City.
9. 
Assisting public with inquiries, including accurate and timely responses to open records requests made under the Missouri Sunshine Law.[1]

10. 
Planning, organizing and providing public notice of all hearings and meetings and ensuring all meeting notices are posted publicly and are in full compliance with State Statutes.
11. 
Responsible for codification of the Code of Ordinances for the City.
12. 
Performing certification and recording for the City as required on legal documents and other records requiring such certification; sealing and attesting by signature to ordinances, resolutions and contracts, easements, deeds, bonds or other documents requiring City certification.
13. 
Coordinating the process for liquor licenses, occupational license and firework permits.

The bond of the City Clerk shall be fixed by ordinance of the Board of Aldermen based upon recommendations of the auditor employed by the City. Such bond shall be furnished by the City.
