There is hereby created a Reserve Police Force for the City which shall consist of such number of Reserve Police Officers as may be provided for by the Board of Aldermen upon the recommendation of the Chief of Police.

The Chief of Police shall be the head of the Reserve Police Force and have supervision over all officers and members thereof, and shall be responsible for the performance by the Reserve Police Force of its functions. All persons who are members of the Reserve Police Force shall serve subject to the orders of the Chief of Police.

It shall be the duty of the members of the Reserve Police Force to see to the enforcement of all of the ordinances of the City, and all Statutes applicable therein; to preserve order and prevent infractions of law and ordinance, to arrest violators thereof, and to serve any and all process.

Members of the Reserve Police Force shall have the power to serve and execute warrants and subpoenas, and to make arrests in the same manner as the Chief of Police. Such members shall be conservators of the peace, and shall be active and vigilant in the preservation of good order within the City. Such Police Officers shall have all duties and powers as prescribed by Chapters 79 and 85, RSMo., as amended.

The Chief of Police may make or prescribe such rules and regulations as he/she shall deem advisable. Such rules and regulations may cover, besides the conduct of the members, uniforms and equipment to be carried or worn, hours of service, and all other similar matters necessary or desirable for the better efficiency of the force.
