There is hereby established an annual fee of twenty-five dollars ($25.00) to be paid by plumbers, pipefitters, drain layers, electricians, mechanical contractors and other tradesmen for the issuance of a municipal license for the privilege of providing such services for a fee within the boundaries of the City. Said license fee shall be paid at the time of application and thereafter annually when renewed on or before each March first (1st). This license shall be in addition to any merchant's or business occupation license otherwise required by City ordinance or code.

A. 
Each applicant shall apply for such license to City Clerk and shall complete such application form as the Clerk may reasonably require. Each applicant must:
1. 
Be licensed by the State of Missouri or the County of St. Louis as may be required by law;
2. 
Provide proof of general commercial liability, automobile and Workers' Compensation insurance, if applicable, in the coverage amounts as may be required by law; and
3. 
Be without any outstanding warrants for ordinance or Statute violations or unpaid fines for traffic-related offenses.
B. 
An applicant shall be denied a license if:
1. 
The applicant has made any intentional misstatement or misleading statements of fact in the application not discovered until after the issuance of said license;
2. 
The applicant is unable to meet one (1) or more of the application requirements noted herein; or
3. 
The applicant has been convicted of or pled guilty to any one (1) of the following:
a. 
Felony violation of any State Statute or of law involving any crime against persons including, but not limited to, all forms of assaults within ten (10) years of the application;
b. 
Felony violation of any State Statute or law of any crime involving moral turpitude within ten (10) years of the application;
c. 
Driving while his/her Missouri's driver's license was suspended or revoked within five (5) years of the date of the application; or
d. 
Driving while intoxicated or some other drug- or alcohol-related traffic offense within five (5) years of the application.

The City Council may by resolution adopt bonding requirements applicable to plumbers, pipefitters, drain layers, electricians, mechanical contractors and other tradesmen as a condition of performing such services for a fee within the City.

Any person licensed by the City pursuant to this Article shall meet all minimum standards established by local, State or Federal law applicable to the work being performed and such person shall further ensure that any employees of the licensed person shall also meet such standards.

No person shall perform work for a fee as a plumber, pipefitter, drain layer, electrician, mechanical contractor or other tradesman within the City without first obtaining a license as required herein in violation of any provision of this Article.
