Recycling and/or waste materials placed at curbside or at the recycling center of the Borough of North Haledon shall be and are the property of the Borough of North Haledon or its authorized agent. No person or entity shall collect, remove or pick up or cause to be collected, removed or picked up any such recycling and/or waste material without the express written authorization of the Borough of North Haledon.
Any person or entity violating any provision of this article, upon conviction, shall be punishable as provided in Chapter 1, General Provisions, Article II, General Penalty. A separate offense shall be deemed to have been committed for each such collection, removal and/or pickup.
