It is hereby declared to be the policy of the City of Warrenton, Missouri, to diligently and efficiently manage the financial resources of the City in the most beneficial manner possible and to increase the non-tax revenues of the City by investing available cash when it is not needed for current obligations. All investments shall be made pursuant to the most recently approved Investment Policy, a copy of which shall be retained in the office of the City Clerk.

The goals of the policy are to develop a written program of cash management, to increase the availability of cash by improving the control on receipts and disbursements, to increase earnings of the City by more aggressive investment practices, and to decrease the borrowing costs of the City by better understanding the flow of cash and careful disbursements.

The Finance Officer is hereby charged with the duty of carrying out and implementing the policies and goals established herein.

If any person issues or passes a check or other similar sight order for the payment of money to the City of Warrenton for any goods, services or any other matter and the same is not honored or paid upon presentation, said person shall be denied the goods, services or any other matter for which said check was given and shall not obtain said goods, services or any other matter until said check be paid in full along with a service charge pursuant to the most recently approved Bad Check Policy, a copy of which shall be retained by the City Clerk.
